CRS Indonesia Looking for Community Engagement Project Officer - (PO-HC)

CRS has been supporting program activities in Indonesia since 1957 under the Memorandum of Understanding with the Ministry of Social Affairs and has long-standing relationships with the Government of Indonesia, the Church and non-Church partners and communities throughout the country. The Indonesia country program focuses primarily in the areas of community development, humanitarian assistance/emergency response, disaster management, climate change adaptation and agricultural livelihoods, as well as capacity building for local partners in emergency response programming.

 

CRS/Indonesia is currently looking for Community Engagement Project Officer position, code: PO - HCThe position will be based in Tanggerang and report to Senior Project Officer.

 

Job Summary:

As a lead for CRS’ 2030 Strategic Platform 2 – Building Safe and Dignified Homes and Communities, you will facilitate the achievement of project objectives through coordinating and reporting on all project activities and providing technical guidance and advice to staff and implementing partner(s) advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your coordination and relationship management skills will ensure that the project for which you are responsible applies best practices and constantly works towards improving the impact of its benefits to those we serve.

 

The Strategic Platform seeks to promote new and innovative approaches among peer agencies, local actors, stakeholders and governments to ensure vulnerable people around the world have safe and dignified homes. Working with CRS staff and partners you will oversee and promote sustainable solutions and local leadership, working with partners to influence governments for lasting impact. As a Community Engagement Project Officer under Homes and Communities, you will be responsible for running project interventions on the ground at the sub-district and village level in Mauk, Tanggerang. The purpose of the project is to promote and implement community-driven affordable housing for vulnerable households and support village and district government to scale the delivery of these services through village funds in Mauk, Tanggerang.

 

Roles and Key Responsibilities:

Project Implementation Support (70%)

·       Organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.

·       Provide community mobilization and technical support in target communities ensuring that household members and community stakeholders fully participate and cooperate in the project. Lead planning and implementation of community engagement activities.

·       Work closely with and maintain relations with partner staff and provide quality assurance to the delivery of partner-implemented activities

·       Provide technical assistance to CRS’ partner and at the community level to develop and strengthen active community engagement.

·       Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiencesAnalyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.  

·       Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partner.

·       Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards.

·       Coordinate provision of any logistical and administrative support to staff and partners.

·       Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices.

Scaling-up and Influence (30%)

·       Coordinate and oversee working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.

·       Facilitate integration/synchronization of project activities with planning processes at the village level and relevant government units and service providers

·       Facilitate and coordinate technical assistance to increase village fund allocation to address priority housing needs

·       Maintain relations and close coordination with local government stakeholders including village government officials, subdistrict and district level authorities, engaging them in efforts to support housing and settlement through resources and plans.

·       Plan and lead field level workshops or other suitable activities for key stakeholders

·       Monitor progress against agreed scale and influence objectives and targets, documenting key processes, successes, and challenges

·       Provide support to the Senior Project Officer for advocacy efforts with local and national stakeholders as relevant.

 

Basic Qualifications

·       Bachelor Degree in Community Development Studies, Social Work or Social Sciences in related fields.

·       Minimum of 3 years of community engagement/social mobilization experience, preferably working with village and local governments.

·       Proven experience with empowerment and community organizing and/or familiarity with Village Law is seen as an advantage

·       Additional experience may substitute for some education.

 

Required Languages - Fluency in Bahasa Indonesia, English is desirable

 

Travel - Must be willing to stay in the project location and able to travel up to 60%.

 

Knowledge, Skills and Abilities

·       Self-starter and resulted oriented individual with ability to influence others to produce result.

·       Good relationship management skills and the ability to work closely with local partners

·       Excellent time management and self-management skills with ability to support others manage their time in delivering multiple tasks.

·       Strong relationship building skills with diverse community mobilization and engagement skills in delivering tasks.  Ability to influence community stakeholders to get buy-in

·       Interpersonal communication skills of a high order able to forge relations easily with a range of stakeholders including community, civil society and local government

·       Supportive and participatory supervision, mentoring, facilitation, and on-the-job training skills.

  • Attention to details, accuracy and timeliness in executing assigned responsibilities

 

Preferred Qualifications

·       Experience working with partners, participatory action planning and community engagement.

·       Experience monitoring projects and collecting relevant data.

·       Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

 

Supervisory Responsibilities: No direct reports, however required to supervise and support partner implementation.
