 Yayasan Plan International Indonesia is presently implementing its country strategic 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. This goal will be achieved by providing technical support and implementing quality programs and projects through partnership. An effective and efficient communications strategy is a must for Plan Indonesia to share the outcomes of these projects to influence different actors, specially state authorities and to position Plan’s profile within and outside at different levels – starting from community, sub district, district to national, regional and international levels.  Yayasan Plan International Indonesia invites highly competent, experienced and committed professionals to fill the following position:


Project Coordinator - ICT for Young Women              

BACKGROUND

ICT for Young Women; continuing Plan Indonesia’s flagship ICT program, is presenting youth skilling program for young women, so that they will have adequate skills to enter decent and emerging sectors during pandemic such as e-commerce and ICT sectors. Indonesia’s digital economy experienced rapid growth in the recent years, and even multiplied by COVID-19 pandemic. The digital economy was estimated to reach a value of USD 40 billion in 2020. This potential, added by government priorities in digitalization, creates employment opportunities for millions of unemployed young women in Indonesia if addressed correctly. Even before pandemic, Indonesia youth unemployment rate was already at 13%, in which translated into 40% of the total unemployed is young people. The number is predicted to increase during the pandemic, especially as the hospitality and retail sectors-- two sectors which employ most of the youth in the labor force[1], are heavily affected. This has, in turn, created an even more restricted and highly competitive job market for young people. Looking at the gender situation, even before the pandemic, only 54% of working-age women were active in the labour force compared to 82% of working-age men, and this rate has been relatively stagnant for the last 20 years. Global Gender Gap Report in 2021 also found that Gender gap in Indonesia is widened mostly contributed by women participation in the economy. Therefore, Yayasan Plan International Indonesia with its ICT for Young Women project committed in reducing gender gap in the economy by supporting young women to acquire skills in ICT sector as one of the growing sectors in the pandemic and beyond.

ROLE PURPOSE

Project Coordinator will lead the ICT for Young Women project implementation. She/he should ensure that the program is running smoothly based on the proposal design and objective, output and outcomes targeting by coordination and overseeing the project implementation of the field on regular base, and keeping up to date with contextual development

DIMENSIONS OF THE ROLE
The Project Coordinator oversees the overall implementation of ICT for Young Women project in Indonesia, particularly on:
  • Ensuring effective and efficient management of the overall programme, which includes maintaining constructive relationships with key stakeholders and the donor in country
  • Driving strategic conversations around advocacy and impact, thereby contributing to sustainable programme outcomes
  • Ensuring effective project management by maintaining the delivery of appropriate technical, operational and financial outputs, while tracking the project progress through monitoring, evaluation and reporting;
  • Support YEE Program Manager to develop strategy for project sustainability, including identify opportunity to collaborate with private sectors and other donors
  • Aligning the projects implementation with Plan International principles of safeguarding of children and young people and gender transformative approach.


ACCOUNTABILITIES

Effective and Efficient Management of the Project

  • Develops and update Detailed Implementation Plan (DIP) of the project and monitor its implementation, ensuring timely implementation of the project;
  • Be responsible for managing partners and consultants to ensure delivery of quality outputs based as required and planned in the project;
  • Leads the financial management (budget planning and expenditure) of the project achieving accuracy and reliability of financial reports, in accordance with YPII and donors’ standards and compliance;
  • Oversees the mobilization of goods and services to support project activities, including drafting TORs and works/product requirements and specifications;
  • Identifies project risks and mitigation strategy, submits information on the new risks and possible mitigating measures to the Program Manager for consideration and updating the status of these risks by maintaining a Project Risk Registry;
  • Ensures adherence to the existing financial, procurement and administrative processes in line with prevailing YPII rules and regulations;
  • Coordinates the maintenance of project financial tracking in SAP in accordance with YPII procedures;
  • Prepares for project closing, audit and transfer of project asset. 

Effective Working Relationship with Partners, and Project Stakeholder

  • Establishes good practice of partnership management aligning with Plan International Guidelines for Building Better Partnership, from partner assessment process to monitoring the partnership agreement promoting mutual accountability and compliance;
  • Facilitates regular coordination and quality assurance with YPII YEE Program Manager;
  • Adheres to RACI (Responsibility, Accountability, Consult and Inform) in decision making and communication in the implementation of projects;
  • Supports YEE Program Manager and Program Advisor in ensuring coordination with donor, government and private sector stakeholders;
  • Be the focal person for the contact of the project; this entails attending regular update calls, responding to email requests, attending global calls and exchange learning and ideas with other coordinators around the world.

Strong Positioning of the organization for gender-based youth skilling program in ICT sector

  • Ensuring high quality gender-transformative youth skilling strategy for ICT sector
  • Leading partnership establishment, focusing on strategic partnership to ensure achievement of project objectives as well as its sustainability
  • Identifies opportunities for deepening the cooperation and collaboration with Private Sectors, Government, NGOs, International Organizations (such as UN Agencies), TVET Institutions, and other relevant partners on the issue of young women in ICT sector; 
  • Conducting advocacy processes in coordination with YEE Programme Manager and Advisor, and ensured approval from organization Directors
  • Identify opportunity for leverage funding and working together with Program Advisor, Business Development and Fundraising Department to develop strong concept note and high quality proposal which leverage the achievement of project milestone

Monitoring, Evaluation, Research and Knowledge Management (MERKM)

  • Works and coordinates with YPII MERKM to manage and monitor the implementation of the project by using agreed monitoring tools and M&E Framework;
  • Coordinates the data collection and write the report for periodic reporting to Donor and YPII Quarterly and Annual Reporting mechanism in timely manner in coordination with Grant Acquisition Manager and with supervision from Program Manager;
  • Leads and supervises the development of knowledge products from the project, including fact sheets/project brief, modules, research and publications, in quality and timely manner;
  • Maintains quality standards of document keeping, retrieval and sharing mechanism.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)

  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work;
  • Participates actively in capacity building and learning event on Safeguarding Children and Young People and Gender Equality and Inclusion;
  • Submits required documentations (reports, checklists, action plans) to implement policy, standards and approach on Safeguarding and GESI;
  • Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS, AND KNOWLEDGE

Essential

  1. Undergraduate degree in education, social fields or other related field in the promotion of young women economic empowerment, in particular in IT Sector and gender equality
  2. Minimum of 3 years of experience in project management, including budget management, monitoring and evaluation and quality project reporting
  3. Have some experience in coordination with Government agencies/offices, Private Sectors, TVET institutions and other YEE Stakeholder, in particular related with youth skilling program in IT sector  
  4. Affinity to work with and for young people on economic empowerment
  5. Good oral and written communication skills in English and Bahasa Indonesia
  6. Ability to function efficiently and effectively with little day-to-day supervision
  7. Demonstrated skills problem solving and people’s management.

Desirable

  1. Have existing networks with Private Sectors in relation with IT working opportunities, youth training and placement
  2. Have extensive network in IT community
  3. Demonstrated experience in working with children and youth
  4. Experience in managing programmes in child protection
  5. Experience in working in a multi-cultural organisation
  6. Demonstrated knowledge in international development tools: program logic, Monitoring, and community empowerment
  7. Demonstrated knowledge of gender transformative approach, gender-based violence, child rights, and inclusion
