VACANCY USAID/IUWASH PLUS: Consultant for Supporting PDAM Performance and Stakeholder Liaison in West Java and Banten (Tangerang)

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight months initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:

 

1.         An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and

2.           An increase of 500,000 people in urban areas with access to safely managed sanitation.

 

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

 

To achieve these outcomes IUWASH-PLUS need high caliber candidates to fill the position of

 

Consultant for Supporting PDAM Performance and Stakeholder Liaison in West Java and Banten (Tangerang)   (JOB CODE: STTA/SHL_JKT)

 

The primary objective of the Consultant for Supporting PDAM Performance and Stakeholder Liaison in West Java and Banten (Tangerang) position is Support National Coordinator for Urban Water Supply to develop and monitor implementation of the Water Supply program activities required to achieve the IUWASH PLUS goals and targets, especially for the poorest 40% of the urban population, focusing on strengthening relation of water service providers with all external stakeholders at West Java and Banten (Tangerang) level (PDAM Index update, Water Hibah, SPAM Komunal, and support of Raw Water Activity in Kota Bogor and Kabupaten Bogor. The Consultant for Supporting PDAM Performance and Raw Water in West Java and Banten (Tangerang) will support the IUWASH PLUS Project’s achievement of the Water Supply related target under Component Two: “Strengthening city WASH institutional performance”

 Responsibilities:

In general, the tasks and responsibilities of the consultant will include, but not limited to:

1.     Updating the PDAM Index in 5 PDAMs of West Java and Banten (Tangerang)

a.      Collecting PDAM Index data and simultaneously clarifying and verifying through meetings, FGDs, and workshops;

b.     Provide regular reports regarding the progress of the PDAM Index to national Iuwash Plus.

c.      To encourage the sustainable use of the PDAM Index Tools by the PDAMs assisted by USAID IUWASH PLUS

2.     Supporting the preparation of BAST supporting documents for West Java and Banten (Tangerang)

a.      Collect BAST supporting documents for 2021 in coordination with 6 PDAMs;

b.     Prepare the BAST report needed for the West Java and Banten (Tangerang) region.

3.     Support the completion of the remaining Water Hibah Program, SPAM Communal (CSR Cargill)

a.      Water Hibah with PDAM self-financing at PDAM

b.     SPAM Communal with Cargill

4.     Supporting, monitoring, and supervising the implementation of Memorandum of Understanding (MOU/PKS) the Raw Water Protection between Kota Bogor and Kabupaten Bogor.

a.      Together with Government Specialist (GS) regional and National as a liaison in coordination with Pemda, PDAM Kota Bogor and Kabupaten Bogor;

b.     Collaboration with Local Government, PDAM Kota Bogor and Kabupaten Bogor to develop and agree MOU of raw water protection.

c.      Monitoring and evaluation to implementation of infiltration ponds replication in Kota Bogor  and Kabupaten Bogor

 

Required Qualifications

The candidate should have the following criteria:

·       Minimum a bachelor degree in a relevant field such as environmental engineering, civil engineering, and other relevant fields

·    At least ten (10) years of experience in working in WASH sector with good understanding of the water supply system, having a knowledge and experience on PDAM Performance;

·       Has experience working with water utility (PDAM) on technical and non-technical aspects of water supply systems and management;

·       Possesses basic communication and facilitation skills, including moderating discussion, meeting, and workshop;

·       Possesses good verbal and written communications skills in Bahasa Indonesia and English;

·       Has experience in working and managing implementing partners from relevant institutions including Government, PDAM, donors and other relevant partners;

 

Expected Start Date:  October – November 2021
