PROGRAM DEVELOPMENT AND QUALITY MANAGER: 1 position based in Jakarta

 

CWS/Indonesia www.cws-asia.org is an international relief, development, and refugee assistance agency that has been operating in Indonesia for many years under an agreement with the Ministry of Social Affairs. CWS Indonesia is the field office of CWS, Inc., headquartered in New York. CWS assists the most vulnerable, regardless of their religion, race, ethnicity, or gender. CWS works with partners to eradicate hunger and poverty and to promote peace and justice around the world.

CWS Indonesia is currently focusing on 3 main program areas:

  • Refugee Protection
  • Humanitarian response and disaster risk reduction / disaster risk management
  • Food Security and Nutrition

I.           THE ROLE

·       The Program Development and Quality Manager (PDQM) is responsible for high quality in program development and implementation (together with the Program Managers) for CWS in Indonesia. The PDQM will ensure effective systems and processes are in place and rigorously followed in all programs and projects. This includes program Learning and Innovation through promotion of a culture of reflective practice, learning and knowledge management by developing processes; and working closely with program teams to establish and strengthen workflow processes and quality assurance mechanisms for timely and responsive reporting, technical support, project design and adaptations.

·       The Program Development and Quality Manager (PDQM) leads, manages, and supports the MEAL team in IndonesiaThis includes overseeing project quality assurance and compliance by providing guidance to technical improvements in project design and development to ensure quality and adherence to program standards. Input into technical models to ensure evidence-based programming.

·       The PDQM will report to Program Director and work closely with all Program Managers and cooperates with key program support functions, including Finance and Operations.

 

II.  TASKS AND REPONSIBILITIES:

 

1.       Program Development

 

·        Assist Program Director in leading project design and proposal development as coordinator and writer, working closely with Program Managers, other relevant staff.

·        Assist Program Director in decision-making about new programs/projects: especially on technical design, narrative description, and funding proposal development

·         Follow-up on Country Representative and Program Director leads to create new partnerships, or expand existing ones, to pursue new programming / funding opportunities.

·         Support Country Representative and Program Director in managing timely and high-quality reporting to donors: institutional and CWS contributors.

·        Assist Program Director in the development and refinement of country-specific annual program plans, including guidance on appropriate budgets to reflect program priorities.

 

2.       Program Learning and Innovation

 

·        Promote a culture of reflective practice, learning and knowledge management across Indonesia by developing processes.

·        Develop and utilize tools to continually refine and adapt project designs, budgets, and work plans.

·        Assist in the development and management of new strategies, practices, activities, and technical staff in a way that results in improved impact.

·        Instill capabilities, processes, and pathways internally to ensure real-time learning in order to improve program performance.

·        Ensure that every project has a monitoring, evaluation, accountability and learning (MEAL) strategy that is aligned with and strengthens the organizational MEAL requirements.

 

3.       Project Quality Assurance and Compliance

 

·        Ensuring program teams rigorously track, report, and document program results, e.g.  through success story telling and timely submission of reports in line with CWS and donor rules and regulations.

·         Support the Program Managers on technical issues related but not limited to program quality and reporting such as how to capture strategic footprint/ growth plans in current strategic plans.

·         Assist Program Managers in improving efficiency and effectiveness by monitoring program designs and delivery against outcomes and indicators.

·         Develop a format for tracking and reporting on the progress of field office strategic plans.

·         Lead the MEAL team to design strong Monitoring, Evaluation, Accountability, and Learning (MEAL) system.

·         In supervising the MEAL process helps ensure high quality MEAL outputs according to CWS and donor standards.

 

4.       Staff Development and Support

 

·       Identify opportunities for staff professional development and provide recommendations to the Operation Department for implementation.

 

5.       Other

·     Do other tasks for project implementation as required by the Program Director.

·     Maintain confidentiality in matters of personnel, beneficiaries and other relevant actors.

·     Maintain positive communications with all organization’s staff, donors, beneficiaries, and volunteers.

·     Exercise good judgment in performance of duties and responsibilities.

·     Support existing CWS’ policies, principles, and mission.

 

 

QUALIFICATIONS:

 

·       Bachelor’s degree in a relevant field (Social Science, Public Administration, Business Administration, Developmental Studies) or equivalent combination of education and experience.

·       Six years of experience in managing humanitarian assistance programs with an international NGO.

·       Successful experience in designing and leading program and monitoring activities for quality, accountability, and learning; internal and external evaluations.

·       Excellent planning, coordination, and reporting skills with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities, ensuring the efficient flow of information and processes

·       Experience in working with local organizations or through a partnership modality.

·       Experience in developing a strong team in a complex environment.

·       Ability to write reports, business correspondence, and procedure manuals.

·       Ability to effectively present information and respond to questions from groups of managers, other stakeholders, and the general public.

·       Perform work with high integrity and a strong sense of professional ethics.

·       Ability to work collegially under pressure and deadlines.

·       Attention to detail, including work scheduling to meet deadlines.

·       Strong English reading, writing and speaking.
