GIZ Indonesia for the Clean, Affordable and Secure Energy for South East Asia (CASE) Project: Advisor on Energy Transition

 The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

 

The regional programme ‘"Clean, Affordable and Secure Energy for South East Asia" (CASE) has been commissioned by the German Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety (BMU) in April 2020, with an implementation period until February 2024.

 

The programme aims to drive change in the power sector in South East Asia (SEA) towards increased ambitions with regards to climate change. It focuses on the four main SEA countries (Indonesia, Philippines, Thailand and Vietnam) in terms of energy demand and also foresees regional interventions. Composed of a wide range of organizations and driven by strong regional cohesion and network, CASE will propose evidence-based solutions to the challenges met by decision makers and build societal support around those solutions. CASE will directly contribute to the transition of the power sector towards an innovative, economically successful and environmentally friendly model for SEA. Overall, the CASE programme consists of five components:

 

As a regional programme, CASE is implemented through a consortium. In Indonesia, it is implemented through GIZ Indonesia, together with the Institute of Essential Service Reform (IESR) and supported by the international consortium partners. The political partner for Indonesia is the National Planning Ministry (Bappenas).

Advisor on Energy Transition

 

A.  Responsibilities

 

To support implementation of the programme in Indonesia, the incumbent will provide following tasks:

 

B.  Tasks

 

1.   Policy advice and research studies

  • Act as focal point and representative for selected CASE activities (for example: Long-Term Energy Solutions (LTES), Co-Benefits Analysis Studies, Deep Dives on Role of Fossil Fuels in Indonesia’s Future Energy System, others), in close cooperation with IESR and in close consultation with Bappenas
  • Lead activity implementation from detailed planning, deadline and milestone setting, stakeholder involvement and budget planning
  • Supervise local/international consultants providing technical assessments, e.g. including on energy modelling to steer activity implementation, provide quality assurance and maintain close alignment with Bappenas
  • Support policy advice for Bappenas and other relevant ministries, by linking research studies (e.g. LTES) with policy advisory for selected policies and strategies under Bappenas or other ministries (upcoming RPJMN, RPJP, RUEN, others)
  • Develop policy papers, reports, factsheets, etc. based on CASE research studies
  • Organize quality assurance processes for research studies e.g. through national reviews of deliverables, in close cooperation with consortium partners

 

2.   Technical assistance: Implement capacity development measures

  • Lead the design and provision of training and skill development for various energy stakeholders such as public agencies, academic institutions, utilities, private sector stakeholders and civil society
  • Prepare, organize, and facilitate trainings, seminars and other events on energy related subjects including administrative and content related tasks
  • Supervise consultants acting as trainers / experts for selected training events
  • Prepare contracts and TOR for trainers and consultants, and act as focal point for external suppliers, closely working with the administrative officer of CASE
  • Support IESR and other consortium members in their efforts to strengthening capacity of non-energy stakeholders (e.g., think tanks)

 

3.   Stakeholder outreach

  • Facilitate contacts, manage relationships and uphold information flow both internally (with all CASE consortium members) as well as externally (political partner, public and private stakeholders, etc.)
  • As activity focal point, actively conduct outreach to relevant stakeholders (government, donor community, think tanks, etc.), conduct networking and represent the CASE project in relevant meetings and forums

 

4.   Knowledge management

  • Design ideas and prepare CASE knowledge products as repackaged evidence in support of the narrative of an energy transition, including sustainable energy concepts, policy briefs, reports, presentations and initiatives
  • Provide backstopping and review of such knowledge products prepared by other consortium partners
  • Participate in events, summarize meeting discussion and provide synthesis papers relevant for the GIZ energy programme, German donor ministries, and the political partner
  • Participate in internal knowledge management including the GIZ Energy Programme policy group, to provide internal analysis and synthesis of energy policy themes in Indonesia

 

5.   Project management support

  • Provide inputs to annual operational planning, budget planning, project reporting and monitoring
  • Participate and support preparation of regional consortium team meetings, as well as Indonesia country steering meetings

 

6.   Other duties/additional tasks

  • Contributes actively to a good working climate and team working within the project and across the GIZ energy programme
  • Shares proactively information about the project with other relevant GIZ projects, seeks synergies, and follows a cooperative approach across the larger GIZ energy programme
  • Assist other experts – including consultants - and performs additional duties at the request of the Project Manager, the Senior Liaison Officer, or other Senior Advisors

 

 

C.  Required qualifications, competences and experience

 

Qualifications

  • Bachelor/Masters (B/MSc; B/MA) in energy, climate, sustainable development, environment, or any area that is related to the project objectives

 

Professional experience

  • at least 3 (three) years professional experience in/with and/or providing technical assistance to governmental and/or regional/ international implementing organizations in the field of sustainable energy / climate change mitigation
  •  at least 3 (three) years professional experience in sustainable energy related policy making and/or stakeholder consultation processes
  • previous experience in preparing and implementing capacity development measures (trainings, dialogues, etc.) is an asset.
  • previous experience working with/for Bappenas and or other CASE relevant government institutions is an asset,
  • good understanding of policy-making processes within the Government of Indonesia is an asset
  • previous professional experience abroad, including US, Japan, Europe, US and/or UN Agency is an asset.
  • excellent interpersonal and negotiation skills and ability to liaise and communicate effectively with governments

 

Other knowledge, additional competences

  • Very good working knowledge about sustainable energy including the global discourse about the energy transition, overview of various energy technologies, as well as climate and energy policy making processes
  • Very good knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g., MS Office)
  • Knowledge of energy modelling software is an advantage
  • Excellent written and oral knowledge of Bahasa Indonesia and English
  • Willingness to up skill as required by the tasks to be performed
  • Strong organisational competence with good communication and coordination skills in multicultural context
  • International experience, ability to work in an intercultural environment
  • Willingness to travel (abroad) when required
  • Proactive approach, good communicator, ready to join a versatile team
