Project Overview and Role:

MENTARI (Menuju Transisi Energi Rendah Karbon) is a four-year programme that formally started on 6 January 2020. The programme aims to deliver inclusive economic growth and poverty reduction in Indonesia, by supporting the uptake of low carbon energy. Led by the British Embassy Jakarta, MENTARI is implemented by PT Palladium International Indonesia in consortium with Castlerock Consulting and Hivos. The programme has a specific focus on developing the low carbon energy sector to best support the disadvantaged communities, and specifically those in eastern Indonesia. By working closely with the Government of Indonesia and other stakeholders to improve the enabling environment and drive investment, MENTARI will demonstrate the possibilities of low carbon energy for Indonesia's economic development, job creation and social inclusion, while helping to mitigate climate and environmental impacts.

Job Description

MENTARI is seeking to engage an individual in the role of Legal and Business Coordinator who will support the procurement aspect for MENTARI for general programme and all strand’s activities.

 

Duties: Under the direction of the Team Leader, the Legal and Business Coordinator will:

  1. Provide legal support to the team in its day-to-day business, including the preparation and drafting of letters, agreements, contracts and filing documents;
  2. Draft and amendments of contracts (standard appearance, track changes, compare, use of defined terms, parties’ description, signature block and schedules), and getting them ready for final review from the Palladium Contracts & Compliance team;
  3. Put together presentations for various presentations/events using PowerPoint. Compile materials, charts, and other relevant information. Demonstrate initiative, creative flair and attention to detail;
  4. Prepare and complete the procurement process for goods and services at any given value to ensure that each step of procurement process and documentation have been completed accordingly, adopt the Value for Money (VfM) principles and provide reasonable deadline for completion;
  5. Prepare and publish of bidding announcements and consultation of pre-bid meeting for works and services, through clearance by the Program Manager;
  6. Assist with the preparation of Terms of Reference and/or technical specifications for materials, goods, and services, for contracts, acquisitions, and procurements, in collaboration with the program team;
  7. Responsible for archive of procurement and contract documents and ensure that all approvals are available, records are safely secured and meet the minimum audit requirements; and
  8. Maintain Contracts Register database on Palladium Hub and Supplier Database, ensuring an up-to-date information is available in the system, in coordination with the Finance & Administration Officer.


Qualifications and Experience

The Legal and Business Coordinator is required to possess the following qualifications and experience:

Required:

  1. Legal degree or equivalent preferred;
  2. At least 5 years of experience in a law firm in Indonesia;
  3. Demonstrate advanced proficiency on Microsoft Office products – in particular Word, Excel, PowerPoint and Outlook;
  4. Excellent communication and organisational skills. Fluent spoken and written English;
  5. Excellent attention to detail, high level of accuracy, methodological approach and strong in record management;
  6. Ability to maintain high level of confidentiality in respect of information/documents/projects being produced/undertaken;
  7. Take initiative in resolving queries and able to deal with matters confidentially and efficiently;
  8. Self-motivated, efficient, and reliable with a flexible attitude. Ability to act with good judgement and common sense;
  9. Effectively follow through on tasks requested by other people;
  10. An ability to work autonomously and take ownership of all aspects of the role, and go beyond the scope of the role, following through and keeping the General Counsel & Company Secretary fully updated, and;
  11. Demonstrated ability to promote and initiate work processes and complete given assignments with minimum supervision.


Preferable:

  1. Experience working with the development organizations or international finance institutions (such as world bank or the Asian development bank ADB), UK Foreign, Commonwealth & Development Office (FCDO), and;
  2. Experience with contracts and agreements regarding energy supply (for example PPAs), for either private or public projects, particularly mini-grid photovoltaic.
