A. General Description

Korea International Cooperation Agency (KOICA) is the government organization for Official Development Assistance (ODA) under the authority of the Ministry of Foreign Affairs of the Republic of Korea. In 1991, the Korean government established the KOICA Headquarters and its first regional office in Jakarta, Indonesia. Over the last three decades, KOICA Indonesia office have provided a variety of development programs including projects, technical cooperation, capacity development programs and volunteer activities. As we continue to adapt to the fast-changing development environment of Indonesia, KOICA now expands the scope and scale of programs for social and economic development of Indonesia.

B. Objectives of Position

Under the overall guidance of the KOICA Representative in Indonesia, the Program  Manager is responsible of the effective and timely implement of project activities related to policy analysis, drafting of documents, preparation for meetings and field visits, monitoring and evaluation, administrative supports, etc. The project coordinator will also develop strategic partnership with key stakeholders, development partners, etc.


C. Scope of Work

The Program  Manager will be responsible for the following duties:


·         To serve as a focal point for project planning and preparation work for project initiation; monitors status of project proposals and receipt of relevant documentation for review and approval

·         To develop agenda and conduct activities related to the project initiation: demands survey; feasibility study, implementation survey and signing of the agreement with partner organization;

·         To develop agenda and conduct activities related to the project implementation, monitoring and evaluation and completion of the project;

·         To provide technical supports in document collections, correspondence preparation and follow-ups with the related stakeholder

·         To maintain good communication network with Ministries, agencies, consultants and PMU (Project Management Unit) for project implementation

·         To prepare appropriate projects documents: ROD (Record of Discussion), TOR, Contracts for local consultant, Official letters, BAST;

·         To oversee project procurement management(identify the appropriate measure, to avoid encounter with challenges on the hand-over process);

·         To coordinate, monitor and follow up the project implementation, and progressively provide updates and submits reports on a regular basis;

·         To provide communication support to the project activities and personnel when required;

·         To participate in and provide logistics for the organization of works/seminars/training/special events, etc. for the Projects assigned;

·         To conduct frequent surveys/monitoring/evaluation activities timely manner after the completion of projects.

·         To get involved and actively participate in the national and international forums related to development issues in Indonesia.




D. Location


The duty station is KOICA Indonesia Office, Jakarta, Indonesia. The Program  Manager will also participate in the meetings and site visits to other regions.



E. Qualifications:


1.         Education: Master’s degree or equivalent in the relevant fields of Development Cooperation, International Relations, or other related fields. Bachelor degree will be also considered if supported by the evidence of qualifying experiences and recommendation letter. A project management certification would be an asset.

2.         Experience: At least five(5) years of progressively responsible professional experiences in project planning and management, Development Cooperation, International Relations, Governance, E-government, Digital Transformation sectors would be an asset. The position is open to all level of specialists with minimum of five years to maximum of ten years of work experiences. Work experience in development cooperation agencies or international organizations would be an asset. Starting salary is commensurate with work experience and qualification.

3.         Language requirement: Excellent written and verbal communication skill in English and local language is required.

4.         Core Competencies: accountability, effective communication, inclusive collaboration

5.         Others
