Overview of the Role:

The Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA ECP (Katalis)) is looking for an Advance Manufacturing/service Adviser that is responsible for progressing Katalis work on advanced manufacturing and services. The role will suit a person who is accomplished in working with large businesses and across value chains to develop and operationalise activities.  Commencing with business partnership activities for electric vehicle value chain firms, the work will extend to other advanced manufacturing sub-sectors and the services sector (e.g., renewable energy, MedTech, EdTech, etc.)

The Advanced manufacturing/services Adviser’s work will support the development of deeper market integration through industry engagement and business partnerships that leverage commercial complementarities between Australia and Indonesia. The role requires expertise in managing relationships in a complex, multi-stakeholder environment and experience in collaborating with the business community on inclusive economic activities that can accelerate trade and investment.

 

About the Program:

The Governments of Indonesia and Australia have entered into the IA-CEPA, creating a framework to unlock the vast potential of the bilateral economic relationship. Katalis’s goal is to maximise the benefits of IA-CEPA, support trade and investment, improve market access, and promote inclusive economic growth in Indonesia. The primary objective is to ensure the efficient and effective implementation of IA-CEPA to increase two-way trade and investment that is broad-based and inclusive.

Katalis combines sound trade and development practice by supporting Indonesia to maximise the benefits of IA-CEPA, addressing regulatory challenges (through technical assistance), while resourcing innovative industry engagement in sectors of mutual interest, such as in agriculture; and by investing in standards, skills, and private sector development in new areas (such as digital services and advanced manufacturing).

 

About the Role:

The Advances Manufacturing/Services Adviser will report to Market Integration Lead Adviser. The remuneration will be commensurate with experience. A reference to Aid Adviser Remuneration Framework Group D, Job Level 3 may be used as a guideline. The role is based in Jakarta- Indonesia (currently working from home).

Responsibilities and duties:

· The key roles and responsibilities of the Advanced Manufacturing/Services Adviser are as follows:

· Implement Market Integration work plans across the advanced manufacturing and services sectors, with an initial focus on electric vehicles

· Contribute to Market Integration activity development, annual planning, and reporting

· Project management and quality control sub-contractors (including Katalis consortium members and other contractors)

· Collaborate on relevant activities with Katalis team members responsible for the Market Access and Skills breakthrough areas

· Ensure that advanced manufacturing and services activities satisfy Katalis’s investment criteria and are targeted to maximise commercial impacts and remove barriers to trade and investment.

· Work closely with the Katalis Gender Equality, Disability and Social Inclusion and M&E advisers to ensure Market Integration activities integrate GEDSI and are actively monitored and evaluated.

· Conduct targeted engagement with businesses, industries, and Governments in developing and implementing advanced manufacturing and services activities to seek input and enlist the support

· Develop communications content and identify opportunities for the Katalis Communications Adviser to share and promote what Katalis is doing and achieving

· Develop Terms of References for Market Integration area activities, review draft reports and prepare briefings and presentations

· Engage closely with the Government of Indonesia, the Government of Australia, and the business community to help align investments and enlist support for advanced manufacturing and services activities

About You:

1. The candidate will possess strong qualifications and experience as follows:

2. Degree in business, economics, or similar

3. Minimum 5 to 10 years’ experience in the advanced manufacturing and/or services sectors, with a proven track record in expanding commercial opportunities, trade, and investment.

4. Deep understanding of the commercial drivers on manufacturing and service businesses and the policy and regulatory environment they operate in (e.g., the standards ecosystem)

5. Expertise in networking and managing relationships strategically with businesses, industries, and governments, ideally in Indonesia and Australia

6. Outstanding communication, writing, analytical, and reporting skills

7. Fluency in English (written and spoken) and ideally in Bahasa Indonesia.

8. Excellent communication skills, including networking and relationship skills and written and verbal communication in Bahasa Indonesia and English
