GIZ Indonesia for the "1,000 Islands - Renewable Energy for Electrification Programme Phase 2" (REEP2): Junior Advisor on Renewable Energy for Island Grids

 The project "1,000 Islands - Renewable Energy for Electrification Programme Phase 2" (REEP2) has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is implemented between January 2021 and December 2023. REEP-2 aims to support Indonesia to improve the institutional, regulatory and technical conditions for achieving the policy target of 23% of renewable energy in the energy mix in 2025 at the national and regional level.” This objective is to be achieved through three areas of intervention, clustered in three outputs: 

  • Output 1 aims to improve the regulatory framework for promoting decentralized RE by means of adapted or new regulations.
  • Output 2 pursues the goal of introducing decentralized RE technologies in PLN-internal planning processes as alternatives to conventional power generation technologies.
  • Output 3 aims to promote the expansion of RE by introducing the previously unused concept of load shifting, especially in small island grids, through private sector participation 

REEP-2 is implemented jointly with the political partner, the Directorate General for New and Renewable Energies and Energy Conservation (Direktorat Jenderal Energi Baru Terbarukan dan Konservasi Energi, DJ EBTKE) under the Ministry of Energy and Mineral Resources (Kementerian Energi dan Sumber Daya Mineral, KESDM). It further works closely with KESDM’s Directorate General for Electricity (Direktorat Jenderal Ketenagalistrikan, DJ Gatrik) as well as the state-owned utility PLN, in particular on Output 2. Within Output 3, the project will work with the private sector to develop and apply innovative RE technology and business models. 

To support implementation of REEP-2 with a focus on Output 3 “Private Sector Support and Technology Cooperation”, we seek one (1) motivated and qualified Indonesian candidate for: 

Junior Advisor on Renewable Energy for Island Grids  

A.    Responsibilities 

  • Provide technical support in the implementation of REEP demonstration projects, capacity development and private sector cooperation activities on subjects related to REEP project objective and indicators
  • Support technology innovation and pilot projects together with REEP’s project partners on a technical and practical level, including work in pilot regions
  • With support of other advisors, provide technical input to REEP activities and other technical cooperation projects within the Energy Programme, especially on solar photovoltaic, battery storage technologies and load shifting
  • Monitor project progress, assess and review technical reports and documents concerning project progress, determine bottlenecks and recommend alternative courses of action to other advisors 

B.    Tasks 

1)      Project Implementation

  • Support the implementation of pilot projects through applying innovative technologies or business models, load shifting for an improved use of decentralized RE in 5 power grids (REEP project indicator 4)
  • Support technology development on load shifting applications (esp. on solar PV, micro controllers, batteries)
  • Support the development of technical guidelines in cooperation with the project partners, such as PLN, GATRIK and EBTKE
  • Provide input for the technical content for the capacity development activities in close exchange with the other REEP advisors
  • Develop technical Terms of References (ToR) for contracted third parties (e.g. external consultants and/or service providers) 

2)      Networking and Cooperation

  • Identify relevant stakeholders and their interest / needs in Indonesia relevant for the project / program’s goal
  • Initiate and nurture relationships with key players in RE market, including other donors, government counterparts, private sector actors and others who share the program’s goals.
  • Develop and maintain information exchange between REEP and other relevant GIZ projects 

3)      Knowledge Management

  • Independently prepare and provide input for reports/publications used in the project, including activity reports, minute of meetings, factsheet, power point presentation, etc.
  • Collect data from relevant stakeholders. Data collected could be related to database of partner’s contact, data and information on standards, knowledge references related to the technology application of renewable energy, especially photovoltaic.
  • Contribute in developing concepts including guidelines, manuals, procedures, and lessons learned regarding rural electrification.
  • Contribute to the development of publication materials such as power-point presentations, brochures and factsheets. 

4)      Other duties / additional tasks

Subject to discussions with the Principal Advisor, the Advisor may be allocated for additional tasks and other duties for shorter periods.  

C.    Required qualifications, competences and experience 

Qualifications

·         University degree in either electrical engineering, environmental engineering, mechanical engineering or comparable specialization with good understanding of technical aspects of renewable energies (including hybrid) and grid integration
·         The ideal candidate for pilot project implementation would have the following skillset:

o    Experience with electrical installations and solar Photovoltaic
o    Experience in working with power control and energy management systems
o    Experience with internet-of-things development and application
o    General understanding of grid-impact of variable RE systems

·         Very good working practical knowledge of IT, communication technologies related to technical installations as well as office work
·         Very good communication skills in English and Bahasa Indonesia, including speaking and writing 

Professional experience

·         at least 1 year working experience in energy-related company as a practitioner
·         experience in working with/on electrical installations and power control systems
·         Interest and sufficient knowledge in major issues of renewable energy and grid integration in Indonesia and international
·         Experience in events preparation, coordination and organization 

Other knowledge, additional competences

·         Focused, proactive and positive working attitude
·         Demonstrated ability to work effectively in a fast-paced office  environment,  both independently and as part of a global team
·         Excellent interpersonal communication skills, including the ability to encourage collaboration with other programs, international offices, and partners
·         Aware of social and intercultural sensitivities
·         Adaptable to rapidly changing priorities and able to manage multiple deadlines
·         Willingness to up-skill as required by the tasks to be performed – corresponding measures are agreed with management
·         Availability to travel within Indonesia for short-term project visits on short notice
