NEED ASSESSMENT ON REFUGEE’S SELF RELIANCE, HEALTH AND EDUCATION
IN JAKARTA GREATER AREA
January 2022 until March 2022
A. Background
Since 2008, CWS Indonesia has consistently been implementing programs that protect and empower refugees in Indonesia, specifically Jakarta and the surrounding area. CWS partners with UNHCR to protect and support general population of refugees and asylum-seekers in Indonesia, specifically Jakarta Greater Area.
The process of resettlement for refugees in Indonesia has been slow, moreover with COVID19 pandemics being the main challenge around the globe. In year 2019, only 4.8% of over 13,000 registered refugees was resettled to other countries. Meanwhile in 2020, only 403 refugees have departed for resettlement. The outlook for resettlement places is such that it cannot be considered the only viable durable solution for the refugees in Indonesia. Unfortunately, refugees are put in a position that they only thing they can do is to wait for resettlement.
While the presence of CWS Indonesia and its refugee programming has been of great support for this community for the past 13 years, it is important for CWS Indonesia to identify alternative type and method of assistance to maintain the wellbeing of refugees and asylum-seekers in their waiting period in Indonesia. CWS Indonesia would like to explore sectors where assistance for refugee remains essential. In doing, so, CWS want to hear experience from various groups, such as former UASC reflecting his / her experience and recent condition, other similar organization, government bodies. The assessment will also include other groups of vulnerable refugees/asylum seekers.
This assessment will be executed by an external consultant on behalf of CWS Indonesia. Target of the assessment is vast and located, mostly, in Jakarta Greater Area.
