The Wildlife Conservation Society (WCS) has a distinguished history of experts exploring and saving wildlife in some of the most remote and wild places remaining on Earth. WCS Indonesia Program (WCS-IP) has significantly grown over the last decades, and contributed substantially in supporting the Government of Indonesia (GoI), particularly Ministry of Environment and Forestry (MoEF) in conserving Indonesia’s biodiversity. WCS-IP currently has programs focusing on landscape/seascape conservation, species conservation actions and engaging local communities.
North Sulawesi and North Maluku provinces are two priority sites for the WCS marine program. These provinces are part of the coral reef triangle that contains the highest levels of marine biodiversity in the world. They have received interest from national and international parties in the form of supporting the marine resource management in the provinces, in which WCS-IP contributes technical assistance.
The Deputy Program Manager position will play a strategic coordination and managerial role to support the implementation of WCS’s marine projects in North Maluku and North Sulawesi. These projects primarily focus on MPA and coastal PA management, sustainable resource management, sustainable livelihood development and scientific research. The Deputy Program Manager will oversee project implementation, budgets, field staff and consultants, and contribute to project sustainability, cost-effectiveness and impact monitoring. S/he will report to the Marine Program Manager and interact with other Managers, Coordinators and Technical Advisor in WCS. Other responsibilities will include developing and maintaining excellent relationships with provincial government partners (especially BKSDA), civil society groups, NGOs, and private sector companies in the seascapes.
SPECIFIC TASKS
The Marine Deputy Program Manager is responsible for:
- Delivering high level managerial support for project implementation, monitoring and reporting of program activities and project impact sustainability.
- Ensuring capacity building support for local partners.
- Assess and develop recommendation on the stakeholder influences, policy and institutional framework to support conservation initiatives especially on MPA and coastal PA effective management and it’s sustainability in both seascapes, including threats, bottlenecks, underlying causes of problems, weaknesses, and opportunities associated.
- In close coordination with Program Manager and related staff, support the development of the program implementation strategy, including identifying areas for integration between provinces and leveraging of best practice approaches.
- Supporting the design of engagement and communication strategies and approaches to maintain a strong relationship with BKSDA and related government agencies, such as by providing inputs to relevant policies to support WCS conservation target and strategies.
- Ensuring the development of project implementation workplans with clearly defined targets, project monitoring and evaluation, and compiling lessons learned framework.
- Overseeing field staff, especially senior staff to ensure high-quality implementation, including the timely development of project documents, review of field staffs reports, and publications.
- Develop at least 1 technical or scientific report on lessons learn of project management and or implementation, as well as its sustainability, in North Maluku and/or North Sulawesi.
GENERAL PROVISIONS:
Project Management
- Oversee the design of project work plans and budgets and oversee their implementation, including their timely and high-quality delivery, which are in line with donor budgets.
- Support the WCS-IP in recruiting, managing and supervising field staffs, with the Program Manager and HR Manager, including development of Terms of Reference, development of individual work plans and conducting performance evaluations, planning and monitoring work and travel schedules especially for staff under his/her direct supervision.
- Selecting, managing and supervising partners, sub-contractors and sub-grants to implement activities and produce deliverables, including developing Terms of Reference, providing assistance in their selection and recruitment process, coordinating sub-contractor work, and monitor and evaluate their deliverables.
- Coordinate with the Grant/Budget/Administration team to oversee and manage the sub-grants and budgets. Ensure excellent communication with senior staff to ensure that outputs are delivered on time and to a high standard.
- Provide support in preparation of reports and assisting in preparing financial reports as required by donors and/or stakeholders, in Indonesian and/or English, written or verbal, as well as technical reports.
- Document lessons learned from project implementation and develop briefing notes for the Marine Program Manager to improve implementation and coordination of project activities, support decision-making processes and knowledge management.
- Ensure strong teamwork and cohesion among staff in WCS, oversee and promote collaboration and integrated approach within marine staff and other WCS staff.
- Identify staff training/capacity developments and options to enable their professional development.
Stakeholder Engagement and Communication
- Liaise and establish good working relationships and/or strategic partnerships with key stakeholders including BKSDA, local government agencies, NGOs and the private sector (e.g. tourism and traders) to ensure the successful coordination, implementation and follow-up of project activities, as well as the mobilization of additional resources to the projects.
- Provide technical and facilitating support to meetings, seminars, workshops and management bodies, donor visit and formally represent WCS as necessary in such meetings, workshops and conferences.
- Deliver regular updates on the project activities, including news flashes and updates for the WCS-IP website and other social media postings, and articles for brochures, leaflets, and printing media which bring attention to conservation issues that are important to WCS-IP’s work and give appropriate recognition to WCS-IP’s partners for their achievements, and with appropriate reference given to relevant donors.
Others
- Apply and promote WCS’s values on respect, transparency and accountability, innovation, inclusion and diversity, collaboration, and integrity in daily work.
- Act as an exemplary model to other staff in the application of organizational values and compliance.
- Participate wholeheartedly in the general activities of WCS-IP particularly events and activities that require the full support and participation of all staff members.
- Undertake any other duties as assigned by supervisor and line management coordination if required.
DELIVERABLES:
The employee will provide to the Marine Program Managers of the following documents,
- Project implementation strategy document and annual work plan
- Provide one report on documentation or lessons learn of the project implementations or approaches.
- Provide inputs in donor report, proposal and other document as requested
REQUIREMENTS:
- Have Bachelor or Master Degree in marine science or fisheries with at least 7 years experiences in conservation or environment management or other relevant subjects (Master Degree is preferable).
- Have strong knowledge and experience of project management related to marine conservation, marine protected area management, fisheries management and sustainable livelihood activity.
- Minimum 3 years successful experience working in similar position or role with a marine conservation or other NGO (local or international).
- Excellent understanding field project management.
- Excellent interpersonal skills, leadership and teamwork.
- Good analytical and interpretative problem-solving skills.
- Self-motivated and resourceful, with the proven ability to multi-task and operate successfully under tight deadlines and time pressures.
- Excellent oral and written communication skills in Bahasa Indonesia.
- Good oral and written communication skills in English.
- Good working computer skills, including knowledge in using Microsoft Office and other communication applications.
- Willing to be based in Ternate or Manado.
- Strong commitment to wildlife conservation and environmental issues is essential.
