GIZ Indonesia for the Sustainability and Value Added in Agricultural Supply Chains in Indonesia (SASCI+): Advisor for Spatial Planning & Jurisdictional Approach

 The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government. 

The global program “Sustainability and Value Added in Agricultural Supply Chains” is part of the special initiative “ONE WORLD – No Hunger” (SEWOH). On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the program promotes the sustainability of selected agricultural supply chains in partner countries. 

Agricultural commodities like coffee, cocoa, natural rubber, palm oil, or soybean play an important role in rural development in many developing and emerging countries - where they form the basis for the life of millions of households. However, their production and processing are accompanied by numerous ecological, economic, and social challenges. Often supplied as unprocessed raw material into global supply chains, limited value is added in producing countries. Many farming households are struggling to meet their basic needs, let alone to invest in sustainable production practices. Furthermore, coffee, cocoa, palm oil, and soybean are often perceived as drivers of deforestation and forest degradation. With consuming markets and multi-national companies strengthening their efforts to eliminate deforestation and human rights abuses from their supply chains, the sustainability of raw-materials is increasingly becoming a precondition for market access. 

To address these challenges the program implements the project “Sustainability and Value Added in Agricultural Supply Chains in Indonesia” (SASCI+). SASCI+ focuses on natural rubber in the Kapuas Hulu Biosphere Reserve (West Kalimantan), cocoa and coffee in the Lore Lindu Biosphere Reserve (Central Sulawesi), as well as oil palm in the Sanggau district (West Kalimantan). By increasing the sustainable production of agricultural commodities and strengthening downstream processing and market linkages, the project aims to increase the farmers’ incomes, safeguard natural resources, and establish deforestation-free supply chains. SASCI+ follows a jurisdictional approach to align relevant stakeholders on shared objectives for sustainable production as a means for long-term market access and security of supply. 

SASCI+ is implemented together with the Indonesian Ministry of Agriculture, as the political partner of the project, and in close collaboration with the bilateral GIZ portfolio on agriculture and forestry. The project furthermore cooperates with the Indonesian Ministry of the Environment and Forestry, regional and district governments in the targeted biosphere reserves, as well as stakeholders from civil society, research, and the private sector involved in sustainable agricultural supply chains. 

The project is recruiting an Advisor on Spatial Planning and Jurisdictional Approach in Putussibau, Kapuas Hulu, West Kalimantan. The Advisor shall contribute also towards activities on the provincial level in Pontianak. 

To support the project, we seek one (1) motivated and qualified Indonesian candidate for: 

 

Advisor for Spatial Planning & Jurisdictional Approach

 

A.    Responsibilities

·         Contribute to the establishment of a multi-stakeholder platform and the implementation of a jurisdictional approach in Kapuas Hulu district

·         Engage the private sector for sustainable sourcing from the project area in West Kalimantan

·         Advice the development and spatial planning processes towards sustainability

·         Advise the strategic and operational planning of activities in West Kalimantan province

·         Advise the West Kalimantan provincial coordinator and Kapuas Hulu district coordinator following requirements 

 B.    Tasks

  1. Knowledge and advisory services

·         Provide technical and institutional knowledge to support strategic planning of the project

·         Drive the establishment of a multi-stakeholder platform and moderate jurisdictional dialogues to align on shared objectives for sustainable production and land-use planning in Kapuas Hulu

·         Advise on sustainable management models for High Conservation Value (HCV) and High Carbon Stock (HCS) areas

·         Advise spatial planning processes towards the recognition of HCV and HCS areas

·         Compilation and processing of spatial and data as required by the project, including producing maps

·         Align district level activities with policies on the provincial level relate to sustainable land use (e.g. West Kalimantan Action Plan for Sustainable Oil Palm)

·         Provide professional inputs to trainings, workshops, seminars, and other events implemented by the project or partners in West Kalimantan 

  1. Partnership management and engagement

·         Engage stakeholders from government, civil society, and the private sector in jurisdictional multi-stakeholder initiatives at the Kapuas Hulu district and West Kalimantan province

·         Engage with companies to promote their sustainable sourcing from the project area, including recognition and sustainable management of HCV and HCS areas

·         Engage district and provincial government in project activities related to the position

·         Represent the project to local partners mainly from the private sector, civil society, research institutes and development agencies active in activities related to the position

·         Identify and promote exchange with institutions working on sustainable land use planning and the jurisdictional approach within and beyond West Kalimantan Province

·         Participate in the planning and implementation of study tours, visiting delegations, missions from GIZ and German government institutions 

  1. Project management and coordination

·         Contribute to the strategic and operational planning of the project activities in West Kalimantan province, in close cooperation with SASCI+ team and partners

·         Manage the implementation of service contracts related to the position

·         Coordinate the activities under a grant agreement with the Sustainable District Platform (LKTL) on the district level

·         Organize and implement events, trainings, workshops or multi-stakeholder meetings

·         Monitor the implementation of activities following the operational and budget plans and report to SASCI+ management

·         Provide advise for indicator monitoring through data collection and management, including spatial data

·         Provide information on project progress and local conditions in West Kalimantan province for internal and external communication 

C.    Required qualifications, competences and experience

·         Preferably a master’s degree in spatial planning, forestry, agriculture, natural resource management, or a related field

·         A minimum of 7 years of professional experience, related to sustainable development, land use and spatial planning

·         Experience in coordinating multi-stakeholder processes and cooperating with the private sector

·         At least 5 years of experience in project management

·         Experience in coordinating small teams and/or external consultants

·         Knowledge and practical experience concerning spatial plan revision processes, including related laws and regulations

·         Proven experience working in, or in close cooperation, with government agencies at the district level, preferably in West Kalimantan

·         Work experience with Geographic Information Systems (GIS)

·         Work experience in, or in cooperation with, an international organization is considered an advantage

 

        Other knowledge, additional competences

·         Track record in successful project management at the local level

·         Strong local network with institutions working on natural resource management, agricultural commodities, and sustainable development 

·         Knowledge of GIZ instruments, procedures, and rules is considered an advantage

·         Pro-active attitude, flexibility, and hands-on approach to problem-solving

·         Written and spoken English skills required
