Senior Officer - Renewable Energy

 The Senior Expert for Renewable Energy will support GGGI's Indonesia country program and its national and sub-national partners to help assess policy and financing options and design a policy and regulatory framework for a faster growing contribution from renewable energy (RE) towards Indonesia’s energy mix and a higher NDC ambition.

 

The Senior Expert will be responsible for leading key tasks of the energy sector work for the GGGI country program, providing analysis and insights to support the Government of Indonesia (GoI) in RE planning and policy development. The Senior Expert will lead several program outputs with a focus on renewable energy, rural electrification, capacity development and RE financing instruments. This includes managing consultants and/or firms who may be engaged to support output delivery. Moreover, the Senior Expert will provide day to day technical and strategic advice internally and to the Government of Indonesia to ensure delivery of impactful outputs. The position plays a key role in driving dedicated 'hybrid' teams consisting of government officials, GGGI staff and consultants to deliver high-quality results to the GoI and other partners. S/he reports to the Energy Lead of GGGI Indonesia.  

 

The scope of work includes engaging with GoI, PT Perusahaan Listrik Negara (PLN), independent power producers, private and public-sector finance institutions, universities and think tanks. The Senior Expert will work as part of GGGI's country program, in close collaboration with the Ministry of National Development Planning (Bappenas) and the Ministry of Energy and Mineral Resources (ESDM), as well as provincial governments.

PURPOSE

  • Leads the development and implementation of the GGGI project “Renewable Energy – Accelerated Transition in Indonesia” (RE-ACT) and supports RE outputs within the Indonesia country program.
  • Adapts and applies technical knowledge to deliver a portfolio of analytical services focused on a coherent evidence-based policy and regulatory reform process to accelerate investments in RE, rural and off-grid electrification, adoption of competitive RE project funding options and de-risking instruments, and aligning provincial energy plans (RUED) with national RE and emission reduction targets.
  • Leads project activities to strengthen institutional and human capacity and knowledge for enabling RE and improved alignment between key GoI stakeholders, and with the private sector.
  • Ensures optimal progress and delivery of outputs within the country program. Delivers immediate outputs while focusing on longer term outcomes that capture the essence and needs of the country within the energy sector.
  • Keeps abreast on expertise in renewable energy, RE financing and carbon trading to ensure continued relevance of GGGI outputs in the energy sector.
  • Maintains close communication with the GGGI country team and the technical divisions in HQ on relevant topics to ensure their participation in project delivery for quality outputs.
  • Responsible for timely reporting and communications on all matters relating to the RE-ACT project.

 

ENGAGEMENT

  • Facilitate in-depth and effective stakeholder dialogues internally and externally to support both GGGI and GoI
  • Work closely with government partners, including PLN, in implementing the RE-ACT project, recognizing the importance of government buy-in and ownership in the implementation of all activities under the project which is implemented in partnership with the Government of Indonesia
  • Develop strong relationships with key government institutions, the private sector, relevant academic institutions and/or think tanks as key stakeholders
  • Lead consultations on multi-disciplinary issues relevant to project implementation, such as community consultations, participatory approaches and planning for renewables, rural electrification
  • Secure support from a diverse range of stakeholders to ensure local ownership of projects results

 

DELIVERY

  • Independently organizes activities for output delivery with tight deadlines and manages a small technical team (consisting of GGGI staff members and consultants)
  • Provides analysis and technical input into the review, development and qualitative and quantitative assessment of energy policies and strategic planning documents that form a coherent policy and regulatory framework for accelerated RE investment
  • Supports the review of existing legislative and institutional frameworks including identification of gaps, necessary changes or additional legislation(s) needed to implement the revised or new energy plans, policies, and financing instruments
  • Prepares briefing notes and analytical reports to support GGGI's energy sector work in Indonesia
  • Effective and efficient management and ability to adapt project cycles in anticipation of multiple challenges and bottlenecks in service delivery.
  • Monitors the planning of resources and timeframes relevant to the RE-ACT project and ensures timely delivery of outputs to the Government of Indonesia
  • Clear and timely reporting on project delivery to Pacific Regional Representative and GGGI HQ
  • Organizes relevant training workshops and focal group discussions with key national, provincial and community stakeholders.
  • Ensures that experiences and best practices are documented and shared across GGGI and to relevant partners.

 

QUALIFICATIONS

  • The successful applicant must demonstrate outstanding professional competence and hold exemplary and relevant academic credentials. The position requires extensive experience in Indonesia’s renewable energy sector. Excellent knowledge of Indonesian policy and governance in the energy sector, financing instruments that stimulate investments in RE, and multi-stakeholder collaboration is needed.

 

Specifically, the application should provide convincing evidence of the following:

  • Advanced university degree (Masters or PhD) in an energy-related field or equivalent energy-sector professional background is a requirement; preferably a specialty in renewable energy, engineering or policy or a combination thereof.
  • Preferably 7 years of professional experience in the renewable energy / energy efficiency sector in policy, planning, techno-economic analysis or engineering with managerial and budget responsibilities.
  • Experience in leading/carrying out policy development and strategic planning, evidence-based decision-making, research and analysis and project design for the energy sector.
  • Familiarity and recent experience in energy sector analysis, planning, policy development, and financing with a particular focus on renewable energy is a requirement.
  • At least five years project management experience, including experience identifying, prioritizing, scoping, and implementing clean energy opportunities in renewable energy.
  • Experience of requirements and procedures of bilateral donors/organizations or multilateral organizations.
  • Very good written and spoken English is a requirement.

  • Experience applying participatory, consensus-based approaches, gender, environmental and social inclusion safeguards would be an asset.
  • Ability to provide necessary technical and content-based support, anticipate issues and plan ahead and able to find and implement solutions
