 EcoNusa Foundation is a non-profit organization that aims to enhance various local initiatives of Tanah Papua at national and international levels in an effort to provide support for sustainable management of natural resources in Indonesia. EcoNusa encourages the development of the capacity of civil society organizations to conduct advocacy, campaigns, communication, stakeholder engagement, and dialogue among stakeholders to meet the sustainable management of natural resources and promote transparency, conservation, and equality values. To achieve its mission, EcoNusa carries out several programs including: social movement for healthy ocean, policy advocacy, youth capacity building and awareness, and communication strategist.

The coastal, ocean and small islands are one of our work priority. EcoNusa belives that Indonesia can prosper if the ocean managed properly and the coastal communities and small fishermen get justice and prosperity from a good marine resource management.

EcoNusa works with partners to promote change and respond to issues and priority issues, especially marine issues. Our partners are spread throughout Indonesia, from individuals, communities, NGOs, universities, experts, and national figures.

Post title          : Ocean Policy Advocacy and Strategic Engagement Specialist

Supervisor       : Ocean Program Manager

Job Type          : Full Time (1 year) with possibility of extension

Duty Station    : Jakarta

 

PURPOSE OF JOB

This position will be under program department and Ocean Program unit. Thus, He/She should report to Ocean Prorgam Manager. In order to encourage evidence based and analysis of marine and fisheries policies, He/She will engage with relevant stakeholders, built communication, conduct meetings and influence the policy makers.

He will accelerate the work plan for advocacy for sustainable marine and fisheries policies with EcoNusa partners, and build strategic partnerships with stakeholders (communities, communities, CSOs, experts, universities as well as the legislature and executive) to achieve the desired work targets.

This position is full time and based in Jakarta with regular out-of-town trips. He will report and provide regular updates to the Ocean team and coordinate with other units within the organization.

 

ROLES AND RESPONSIBILITIES

§  Technical support

a.        Provide facilitation and technical support to CSOs partners, universities, experts and the community to develop plans and policy advocacy strategies on priority issues of marine-fishery and climate change.

b.        Conducting policy analysis, compiling materials related to advocacy and policy briefs on a regular basis.

c.         Lead and initiate meetings, work coordination, workshops, press conferences related to advocacy work.

d.        Conduct regular engagement with the central and local governments including other key institutions such as legislative (DPR/MPR), political parties, community organizations and relevant individual contacts and networks to ensure more effective policies on sustainable marine and fisheries justice.

e.        Conduct monitoring on the development of marine and fisheries policies that has drawn up at the DPR and Ministries levels.

f.         Support local partners and EcoNusa partners in the development of policy work and advocacy related to scalable capture policies and small-scale fisherman capture fisheries areas.

 

§  Management and Development

a.        Assist Ocean Program Manager in developing strategic plans, evaluating annual programs and preparing work plans.

b.        Assist Ocean Program Manager in collecting, compiling and writing monthly reports, annual reports and periodic reports to donors.

c.         Provide knowledge sharing and transfer to teams and networks for material enrichment.

 

§  Communication and Publication

a.        Conduct preparation and review of communication materials of policy advocacy work for publication.

b.        Work closely with journalist and media to share materials and informant related to policy advocacy.

 

QUALIFICATION AND EXPERIENCES

§  Obtain bachelor’s  degree from Law or Social Politics.

§  Have work experience in policy advocacy, especially in marine and fisheries issues at least 5 years.

§  Have good knowledge related to Indonesia marine and fisheries laws and policies, including open access and catch limit.

§  Possess good policy analysis skills and the ability to prepare policy papers, policy briefs and articles for a various audience.

§  Have an excellent communication skill and is a good public speaking. Able to communicate with policy makers.

§  Is a team player and problem solver who can work independently with minimum supervision.

§  Flexible and dynamic character and has a good network.

Internal – Close coordination with Ocean and Communication team

External – NGO, Government, Local Community, Media.
