1.     BACKGROUND

ACTION – Active Citizens Building Solidarity and Resilience in Response to COVID-19 is an EU-funded project. The main objective is to enhance poor and marginalized community resilience and solidarity in responding to the impacts of pandemics. The project is implemented by a consortium initiated by Hivos and consists of other 5 national NGOs, namely: CISDI, KAPAL Perempuan, PAMFLET, PUPUK, and SAPDA.

This project targets marginalized and high-risk populations in rural and urban areas in two phases. Phase one focuses on activities response, such as health care, and water and sanitation systems. Phase two addresses the social and economic recovery. The project will be implemented in 5 provinces in Indonesia, which included Jakarta, South Sulawesi, Yogyakarta, West Nusa Tenggara, and West Java. The duration of ACTION is in 24 months.

The project will support essential health care, mental health services, water and sanitation systems, farming initiatives, employment and skills training, fundraising assistance, financial assistance assessment, as well as relevant public awareness campaigns. The project will also support the government at all levels to tackle the impacts of the pandemic and respond to emergency needs. Using a multi-sectoral approach, many parties will be involved, such as civil society, community organizations, government, and the private sector in fields ranging from health and social welfare to governance, livelihoods, and food security. Amongst the beneficiaries are people with disability, the elderly, women, children, youth, marginalized groups, farmers, landless laborers, and micro and small-scale producers. The project aims to reach 15000 beneficiaries of rural and urban poor.

In implementing the project, the consortium will have various activities related to Outcome I: Community-based emergency health responses amplified, and coordination with government initiatives improved. To continue the activity conducted by CISDI under Activity 1.6.2: Support CSOs and beneficiaries to produce and distribute high quality and effective PPE, a team of consultants will be appointed to assist beneficiaries trained to produce PPE and Hand Sanitizer in acquiring product certification from the authorized organizations.

 

 

2.     OBJECTIVE

The objectives of this assignment are:

-       To Support CSOs and beneficiaries to produce and distribute high quality, effective, and certified PPE and Hand Sanitizer

 

The specific target of this assignment are:

-       157 beneficiaries trained by CISDI who received PPE / hand sanitizer raw materials for production informed on the procedure for Fabric Mask, Surgical Gown, and Hand Sanitizer product certification

-       60% of beneficiaries trained by CISDI who received PPE / hand sanitizer raw materials for production with increased knowledge on product certification, marketing opportunities, and marketing strategy

-       60% of products produced by beneficiaries trained by CISDI who received PPE / hand sanitizer raw materials listed and processed for certification

 

 

3.     SCOPE OF WORK

The consultant will be responsible for the following tasks:

  1. Study and give recommendations for the certification plan
  2. Produce knowledge product on the procedure for Fabric Mask, Surgical Gown, and Hand Sanitizer product certification
  3. Conduct training on product certification, marketing opportunities, and strategy
    1. Step-by steps for Fabric Mask, Surgical Gown, and Hand Sanitizer product certification
    2. Offline and online marketing opportunities
    3. marketing strategy in each project area related to the current market trend
  4. Connecting beneficiaries to collaboration for marketing opportunities with local cooperatives, pharmacies, hospitals, clinics, schools, shops, etc.
  5. Provide administrative assistance and mentoring for beneficiaries to support them in the product certification process.

 

4.    Key Tasks and Deliverables

The assessment will consist of four key phases namely a) Work Plan and Certification Plan Development, b) Produce and distribute Knowledge Product, c) Conduct Training, d) Assist and Guide beneficiaries on the product certification process, e) Final report.

       The assigned institution or a team of consultants will have a kick-off meeting together with the ACTION Program team to understand the project and to collect required documents such as project proposal, results of the framework, etc.

Conduct training

Conduct 1 online training in 5 project areas to inform beneficiaries on:

       Step-by steps for Fabric Mask, Surgical Gown, and Hand Sanitizer product certification

       Offline and online marketing opportunities

       Marketing strategy in each project areas related to the current market trend

 

       Training report (bilingual)

       Attendance list

       Photo and video documentation

       Pre and post-test result

 

Assist and Guide beneficiaries on the product certification process

       Provide administrative assistance and mentoring for beneficiaries to support them in the product certification process

       Connecting beneficiaries to collaboration for marketing opportunities with a local cooperative, pharmacies, hospitals, clinics, schools, shops, etc.

       Conduct 1x group mentoring session for beneficiaries in each project area

       Online progress tracker of beneficiaries’ application

       Compilation of group mentoring session report from each project area

 

 

Final Report

Presentation of result to Hivos Team

       Final Report document which includes: progress tracking of beneficiaries application for certification, the application receipt (Eng)

5.     IMPLEMENTATION METHOD

The consultant will use a participatory approach which also complies with health protocols related to Covid-19. Workshops and meetings will be delivered in Bahasa Indonesia.

 

Timelines should allow for flexibility (and patience), keeping in check the availability, situation, and sensitivities of the beneficiaries. Offline on-site mentoring by the consultant shall be conducted with strict health protocols related to Covid-19 in compliance with government regulation. Any offline meetings must be limited to 15-20 people maximum, to allow social distancing measures to be followed.

 

6.     PERIOD OF WORK

The period of assignment of this contract is based on a contract from 15 February - 14 June 2022.

 

7.     BUDGET

The maximum budget for this activity is IDR 322,788,000 including consultant’s fee, administrative assistance allocation for beneficiaries, transportation, meals, accommodation, and tax.

 

8.    REQUIREMENTS

-          Minimum of 3 years of professional experience in product certification. Specific experience in PPE and Hand Sanitizer certification will be an advantage

-          Advance knowledge and experience and skill on SME development

-          Experience in knowledge product development, conducting online training and events will be an added advantage

-          Proven experience with logical frameworks and other strategic planning (including quantitative, qualitative, and participatory).

o   Good program design skills, including the capacity to prepare logical, coherent, and consistent documents.

o   Capacity to work in a multi-disciplinary team, including coordinating technical input into a framework.

o   Ability to work rapidly, both in person and remotely, with team members in various locations.
