Job Description

 

Job Title:                    RFT Project Manager

Reporting to:              Conservation & Climate Sr. Advisor

Line Manager of:       RFT Project Coordinator

Coordinating with:   

·       Finance Manager and team members

·       Administration, HR, and Procurement Manager and team members

·       Site Project/Programme Managers

 

Working with:            The RFT Project Manager will routinely liaise with national and local government agencies, local communities and community-based organisations, international and national partner NGOs and for-profit entities, academic institutions, funders and donors, representing the values and interests of FFI at all times

Background:

Fauna & Flora International (FFI) saves species from extinction and habitats from destruction, while improving the livelihoods of local people. Our guiding principles are to work through local partnerships, act as a catalyst for change, make conservation relevant, and base decisions on sound science. Founded in 1903, FFI is the world’s longest established international conservation body; our conservation work, and impact, spans the globe. In Indonesia, FFI works since 1996 under an MoU with the Ministry of Environment and Forestry (MoEF). FFI partnering with the MoEF and the MoEF technical unit (UPT) and committed to delivering greater, demonstrable and lasting impact of its conservation work.

 

In the next five years (until 2026), one of FFI’s project is to help the MoEF in improving land and forest management to support conservation in five landscapes in Indonesia by gazetting Wildlife Corridor through Ecosystem Essential Area (Kawasan Ekosistem Esensial, KEE) and conservation area’s buffer through community forests. The project areas are important habitat for critically endangered species in (1) Ulu Masen Forest Landscape (Aceh), (2) Kerinci Seblat Landscape (Jambi-Bengkulu), (3) Schwaner Mountain Range (West Kalimantan), (4) Gandang-Dewata Landscape (South Sulawesi), and (5) Papua Bird’s Head (West Papua) targeting 300.000 hectare of rain forest. FFI has secured a total of 7.5 million USD fund to support this project for five years. Hence, FFI is looking for a highly motivated project manager for managing this project, called RFT Project Manager.

 

The RFT project manager will manage the RFT project including project preparation, project implementation, administration, financial management, planning and coordinating, ensuring all expenditure, operations, and reporting are undertaken to the highest possible standards of donor and internal compliance, as well as providing technical support to the coordination and delivery of projects across the country. The role will strengthen internal systems and procedures that enable the FFI to deliver impactful conservation action.

 

The role includes managing communication and publication functions – focusing on the RFT project as well as providing ongoing guidance and support to team members and site offices to ensure that communications and publications are complying with FFI and Government Policy.

 

 

Specific Duties:

 

Key Responsibilities

 

1.     Manage and monitor implementation of RFT projects in FFI’s project sites across Indonesia

2.     Develop project reporting, including activity report, Monitoring and Evaluation, and technical report on timely manner and in highest standard.

3.     Coordinate with field project/programme manager to ensure that all technical agreements and project activities are understood and carried out on time as per the project proposal and timeline.

4.     Regularly prepare the presentation and present to the Country Director and Steering committee of the project progress update.

5.     Recruit/Hire and supervise key personnel staff/consultant to support the project implementation

6.     Develop Project Implementation Manual including Project Work Plan, Annual Work Plan, Project Structure, Monitoring & Evaluation Plan, and Safeguard Implementation Plan.

7.     Ensure the development of project-related SOPs (i.e. FPIC, SMART patrol, biodiversity survey protocol) are developed in the highest standards.

 

Project management  
 

1.     Ensure timely and accurate financial, operational and donor reporting, coordinating technical inputs
      from     project teams as needed
2.     Track and capture all outputs and deliverables expected from the donor, coordinating inputs from
      relevant staff to ensure timely delivery and reporting

3.     Ensure all grants are administered in accordance with the terms of donor and grant agreements

4.     Working in close collaboration with the Finance & Admin team, manage all expenses and procurements
      for the programme, ensuring they are eligible and meet donor and internal requirements and processes
5.     Work with project staff to ensure project delivery is in compliance with all obligations within the terms of 
      the grant agreements, and in accordance with FFI policies and procedures;
6.     Working in close collaboration with the Finance & Admin team Manage and maintain proper project 
     records and documentation (e.g. financial documents, procurements, SOPs) to demonstrate compliance
     with grant agreements and donor templates

7.     Support project teams in developing fieldwork budgets and workplans that meet donor obligations

8.     Review donor requirements regularly and communicate grant policies, eligible expenses and required
      procedures to the project implementation team and partners
9.     Support the Finance & Admin team on financial audits and technical project reviews by grant makers and
      associated external consultants

10.  Act as primary liaison point with the donor for day-to-day operations and administration

  

Financial Management

1.     Working closely with the Finance & Admin team, ensure a record of all expenses incurred for each grant
     is accurately maintained and monitored using FocalPoint, FFI’s online system
2.     Manage project donor budgets and requested changes from project teams and partners, ensuring
      compliance and communicating changes with the donors
3.     Working closely with the Finance and Admin team, produce monthly, annual and donor-focused financial
      reports using FFI’s online financial management system, to inform the Country Director of project status

4.     Support the smooth integration of new funding streams with existing project funds and grants

5.     Support Finance & Admin team to ensure that financial management meets donor auditing requirements,
      as well as FFI’s in-country and UK-based institutional auditing requirements

 

Admin, Operations and Compliance

1.     Support conservation team administration, ensuring conservation team operations (including field operations) comply with FFI’s systems, policies and procedures, such as Travel Risk Assessments and FFI’s organizational Delegation of Authorities, as well as grant agreements

2.     In consultation with the Legal and HR teams, manage sub-grant agreements, consultancy contracts and collaborative agreements that meet the obligations of project funders and grant agreements as well as internal policies and procedures

3.     Draft job application packs and play a key role in the recruitment and selection of project staff, liaising with legal and HR teams both in Indonesia and UK

4.     In close collaboration with the Finance & Admin team and Legal team, support legal compliance of conservation team operations, including the administration of project agreements, registrations, permits, sub-contracts and procurement procedures.

5.     Carry out any other tasks from time to time that may be requested of Line Manager/Country Director that are in line with his/her skills and experience

 

Programme Representation

1.     Represent FFI at key fora, including consultations, negotiations, meetings, workshops and briefings

2.     Engage in relevant policy dialogues with a view to influencing positively policies that impact on conservation

 

Communications

1.     Bring to the attention of the Country Director any newsworthy items arising within the country programme

2.     Manages communication, publication functions as well as providing ongoing guidance and support to team members and site offices to ensure the communication and publication is complying with FFI and Government Policy.

·       Demonstrated experience with capacity development including training, coaching and mentoring others

 

·       MSc or equivalent training or experience in conservation

·       Experience in managing project more than USD 1 million
