Background :

The Asia Foundation seeks to find an experienced consultant, think tank, or research institute to carry out a high quality and rigorous baseline study of its project in Indonesia called BERDAYA that aims to improve access to legal and social services for women in Papua. This TOR will provide description of the project, the scope of work and intended result of the baseline study that the consultant needs to achieve.

BERDAYA (Improving Access to Legal and Social Services for Women in Papua), is a five-year project being implemented by The Asia Foundation with support from the New Zealand Ministry of Foreign Affairs and Trade (MFAT). BERDAYA seeks to improve access to legal and social services for women in Papua in term while working to strengthen the existing customary and formal legal protections for women in Papua in the medium term and contributing to longer-term preventive efforts to eliminate violence against women in Papua.

 Project activities are organized to achieve the following outcomes: (1) strengthened customary and formal legal frameworks; (2) strengthened government capacity to provide and promote inclusive services for women facing violence; (3) strengthened CSOs’ roles as catalysts to promote inclusive access to legal and social services for women facing violence. BERDAYA will cooperate with government organizations and strategic CSO partners in Papua. BERDAYA will work in two villages in Kabupaten Jayapura, Kabupaten Keerom and Kota Merauke.

Procedure to Apply – Skills and Expertise
  1. Time – Before the COB on March 21, 2022 at 9 am please submit an email containing a proposal and other documents required by point 3 below.
  2. Email – Submission via email shall be addressed to: berdaya@asiafoundation.org. The following text must be written on the subject of the email: [BASELINE STUDY BERDAYA – Name of the Team / Organization]
  3. Content of the Email – Your cover letter should describe how your team will conduct the baseline study and why your team is an excellent choice for the job, and please include three references that can comment on your suitability for this position. Below are the requirements you need to submit in the email:
    • Baseline study proposal that can explain the detailed implementation of the baseline study. The proposal can be in Bahasa Indonesia.
    • At least five years of experience conducting baseline research, including community surveys (fact to face interviews) and focus group discussions. We expect the core team to consist of at least three members and one member must have experience with gender integration and social inclusion;
    • Excellent track record of high quality research planning and execution, preferably on topics relevant to BERDAYA and to Papua;
    • Fluency in Bahasa Indonesia and English, and experience working in a bilingual environment;
    • Demonstrated experience interviewing marginalized or vulnerable communities or individuals, particularly one or more of the BERDAYA target groups;
    • Demonstrated capacity to manage and organize research in Papua
    • CVs of the core team members;
    • At least three references – mentioned above
    • At least one example of published research paper written as a result by the consultant
    • Detailed budget not exceeding IDR 280,000,000 and this includes all data collection methodology, travel cost, honorarium
