Background:

MADANI is a five-year, $19.8 million, USAID-funded project implemented by FHI 360 to strengthen local government accountability and communal tolerance in Indonesia by improving and sustaining local civil society’s capacity, legitimacy and sustainability. MADANI’s vision is to leave Indonesia a better functioning, more tolerant, and more resilient democracy, demonstrated by strengthened local democratic practices, improved local government performance and responsiveness, better accountability of frontline service delivery, and more effective and inclusive mechanisms for community-level participation and transparency. In each jurisdiction, people in positions of power and leadership will be encouraged to model and champion government accountability and communal tolerance; and citizens will become more receptive to these ideas through positive messaging and increased media and digital literacy brought about by MADANI programming.

MADANI works toward this vision by providing grants and technical assistance (TA) directly to targeted subnational civil society organizations (CSOs) in 32 districts and cities in six provinces[1] (“Lead Partners”) to improve their operational capacities and systems, build stronger ties with communities and local governments, and support an improved environment and more sustainable means of mobilizing financial resources, including from the government and private sector. MADANI works closely with Lead Partners to (1) strengthen their organization capacity and the effectiveness and efficiency of their work; (2) improve the legitimacy of CSOs in the eyes of local government and communities; (3) bolster efforts to improve the sustainability of CSO to bring out social change through improving the enabling environment for civil society and mobilizing local resources. MADANI’s program goal is that local civil society is better able to advocate for government accountability and communal tolerance at the local level.

To achieve this, MADANI provides technical assistance to Lead Partners to improve their operational capacities and systems, build stronger ties with communities and local governments and support an improved environment and more sustainable means of mobilizing financial resources, including from the government and private sector.

Scope of Work Overview:

To assist ten selected Lead Partners in MADANI’s six provinces, identified since they have the strongest potential for organizational growth, MADANI will hire a senior consultant to support individual leader at the Lead Partner to improve their knowledge and skills, play as an effective leader in supporting their organizations to be learning organizations and ensure the sustainability of its organizational capacity development. As described by Peter Senge in his influential The Fifth Discipline, “learning organizations are where people continually expand their capacity to create the results they truly desire, where new and expansive patterns of thinking are nurtured, where collective aspiration is set free, and where people are continually learning to see the whole together.” In situations of rapid change only those that are flexible, adaptive and productive will excel. For this to happen, organizations and leaders need to discover how to tap people’s commitment and capacity to learn at all levels. The consultant will improve the leadership skills of selected MADANI Lead Partners using a leadership and learning organization approach that consists of five principles: (i) systems thinking, (ii) personal mastery, (iii) mental models, (iv) building a shared vision and (v) team learning.

Detail Description of Task to be Performed:

MADANI is looking for an individual consultant to provide support to Lead Partners in 10 districts. Under the direction and supervision of the Technical Director and Technical Team, the assistance to be provided by the consultant will include:

 

1.       Assess the priorities and level of leadership skills (individual and organization) within 10 Lead Partners based on Organizational Performance Index (OPI) and other survey as necessary.

2.       Develop a syllabus and module on Leadership and Learning Organization Approach based on five principles.

3.       Conduct workshop training on Leadership and Learning Organization based on the syllabus and modules.

4.       One-on-one facilitation with each trainee from Lead Partner:

a.       Develop  plans of action as a follow up activity after the workshop. These plans of action will include steps to take within the Lead Partner organization

b.       Monitor and ensure the trainees implement the plan of action and impact to the organization transformation that more effective as learning organizations.

5.       Facilitate and mentor the trainee in transfer skill to other staff members in their organization.

6.       Develop final report on the process, progress made by the trainees in implementing new practices, and recommendations on further steps that Lead Partner and MADANI could ensure sustainability of these improvements.

It is expected that the technical assistance will be carried out over a period of up to 75 days during April to October 2022.

Qualification and Experience

FHI360/MADANI is looking for a senior consultant with proven academic and professional track record in: organization management, leadership, organizational development, and capacity development. Prospective consultants should demonstrate the following:

·       At least ten years experiences in leadership and organizational management; experience designing, developing, and facilitating organizational learning trainings preferred. 

·       Knowledge and experience in using participatory tools and principles of adult learning.

·       Experience working with local Civil Society Organizations (CSOs).

·       Familiarity with Peter Senge’s “Learning Organization” approach, including how to apply the five principles of a Learning Organization, preferred.
