 The Wildlife Conservation Society Indonesia Program (WCS-IP) aims to conserve marine resources vital to the protection and sustainability of a wide range of human activities and livelihoods. Consequently, conservation efforts cannot be separated from the management of fisheries or interaction with coastal communities. WCS-IP employs a rigorous scientific approach to build capacity, strengthen management and inspire community stewardship for the protection and sustainable use of critical marine ecosystems, fisheries, and threatened species. To achieve these goals, WCS employs a science-based approach to assisting the Indonesian government to establish and manage marine protected areas (MPAs), manage small-scale fisheries, and protect sharks and rays in various sites.

The WCS Indonesia Marine program focuses on the establishment and effective management of MPAs and development of sustainable fisheries as interlinked strategies to secure and manage Indonesia’s coastal marine resources. WCS is committed to assisting the Government of Indonesia to meet its national and international commitments to MPA establishment and management – including the commitment to achieve 20 million hectares of MPAs by 2020. MPAs benefit both biodiversity and fisheries management by protecting habitats and protecting breeding populations of important marine organisms. The basis of all of our work is scientific data. Our teams of marine biologists, fisheries scientists, and socioeconomic specialists inform project design with baseline surveys. Regular monitoring of resources informs all subsequent decision making.

The Wildlife Conservation Society’s (WCS’s) Indonesia Pprogram (WCS-IP) is currently working closely with the North Sulawesi Balai Konservasi Sumberdaya Alam (BKSDA) and provincial government to improve conservation initiatives in the province, to encourage people within this area to practice sustainable fisheries and increase their knowledge on the Marine Protected Area, as well as to increase incentives of marine conservation for local people. In order to ensure community support for conservation initiative, a model of sustainable livelihood and innovative development of incentives and ecotourism is required to give benefit and catalyze change in key constituencies. The MPA/PA Effectiveness Senior Officer will be responsible to facilitate development of MPAs/PAs in the North Sulawesi Province (including its ecological and socioeconomic monitoring program), to ensure the effectiveness of MPA/PA management, to facilitate partnership development with community and related stakeholders to support management effectiveness, and to seek opportunity of sustainable financing mechanism development to support effective management of MPA/PA.

POSITION OBJECTIVES

The MPA/PA Senior Officer will directly report to the North Sulawesi Senior Program Coordinator and coordinate closely and significantly with Community Development Senior Officer, Marine Resources Use Senior Officer, Conservation Coordinator, Administration and Finance Team and various Coordinators and Specialists of the WCS Indonesia Marine team.

The MPA/PA Senior Officer is responsible to coordinate the implementation of project activities to improve MPA/PA management effectiveness in the North Sulawesi Province. She/he participates in MPA/PA planning and management processes, assists in monitoring/surveys of biophysics and socioeconomic, including marine species and marine mammals, coordinates the development process of MPA/PA management and zoning plans, assists local government in designing MPA/PA management units, and assists policy development related with MPA/PA management as required. The Senior Officer will be providing these services in an effective and efficient manner to ensure the project target and implementation are maintained in an effective and efficient manner.

GENERAL ROLES

  • Coordinate with the North Sulawesi Marine Senior Coordinator, Conservation Coordinator, Senior Program Manager, field staffs and technical support staff to assess, design, and implement development and improvement of MPA/PA management effectiveness in the North Sulawesi Province to ensure targeted key biodiversity area in the North Sulawesi province.
  • Facilitate activities related to the collection of information, assessment, and communication in relation to the MPA/PA management effectiveness in the North Sulawesi Province, and provide technical and facilitation support to meetings, seminars, workshops and formally represent WCS as necessary in such meeting, workshops and conferences.
  • Facilitate institutional capacity improvement of the local government within the North Sulawesi Province, especially MPA/PA management unit, academic institution, and other related stakeholders to increase participation to promote an effective conservation effort.
  • Facilitate communication and partnership between local community and local government on the planning and implementation of MPA/PA to enhance participation in the MPA/PA management.
  • Support awareness activities to increase biodiversity and conservation needs within the community.

RESPONSIBILITIES

The MPA/PA Senior Officer is specifically responsible for:

  • Facilitating key stakeholders of BKSDA and provincial government in designing, development and improvement on MPA/PA management and zoning plan of the targeted MPA and coastal PA in North Sulawesi, including species conservation in the area.
  • Facilitating capacity building of MPA/PA management unit (UPTD) including its organizational capacity analysis, development of its key documents (i.e., profile, SOP, etc) in close coordination with WCS marine policy team.
  • Supporting key stakeholders in MPA/PA management effectiveness improvement of the already established MPA/PA and its evaluation process;
  • Working closely with the marine science team to develop MPA/PA monitoring forum/ team (ecology and socioeconomics) in provincial level and ensure availability of MPA/PA database and its platform within key stakeholders to support data availability in the province.
  • Providing support on development of sustainable financing concept and strategy for MPA/PA in North Sulawesi including budget tagging, business plan development, etc.
  • Supporting the North Sulawesi Marine Senior Coordinator to ensure inclusion of MPA/PA in spatial planning document, and to ensure long term commitment of PA/MPA management.
  • Providing support in development and dissemination of communication and or Behavior Change Communication (BCC) materials to support the increase of awareness within key stakeholders and community to support MPA/PA management as well as good communication and coordination with related government agencies and related stakeholders.
  • Delivering regular updates and reports on the project activities, including providing inputs to annual report, donor report, (including review of field staff reports, publications), ensure high level quality to meet WCS’s standard and in a timely manner.
  • Supervising a working team, consultants, community officers or field facilitators as required to ensure high quality of team work and high quality deliverables, including the capacity building and professional development.
  • Supporting the application process of research and publication permit and ensure that ecological and socioeconomic monitoring complies with WCS-IP policy.

REPORTS AND OUTPUTS

  • Periodic Progress Report - The MPA/PA Senior Officer submits periodic progress reports (activity and technical report) on activities carried out under his responsibility every month and three months to the supervisor or other related staff.
  • Data and Information - Help collect data and information (if needed) related to planning and activity implementation of sustainable livelihood to support Marine Protected Area and fisheries management.

GENERAL TASKS

  • Apply and promote WCS’s values on respect, transparency and accountability, innovation, inclusion and diversity, collaboration, and integrity in daily work.
  • Act as an exemplary model to other staff in the application of organizational values and compliance.
  • Participate wholeheartedly in the general activities of WCS-IP particularly events and activities that require the full support and participation of all staff members, whether or not the focus of any particular event or activity has any bearing on the job description and assigned project objectives and activities.

POSITION REQUIREMENTS

The MPA/PA Senior Officer will be based in Manado with regular travel to the project sites.

  • Bachelor’s degree in the field of marine science/ coastal and science management/ biodiversity conservation or other related subjects with years of experience working in marine conservations, MPA/PA establishment, marine mammal or species and management setting; (Master’s degree will be an advantage).
  • Good understanding of the principlesof marine protected area management and conservation.
  • Good interpersonal skills to deal with a diverse group of contacts (including local communities).
  • Able to work individually and in teams.
  • Able to communicate with broad range of people and finding solutions to problems.
  • Excellent written and verbal communication skills in both Indonesian and English are essential.
  • Able to operate computers and software (MS Outlook, MS Word, MS Excel and MS Power Point).
  • Ability to work under pressure, and ensure the high quality of the project deliverables according to the planned timeline with minimal supervision.
  • Have a vision in supporting the conservation of biological resources and sustainable management of natural resources in Indonesia.
  • Have experiences of working in eastern Indonesia, especially North Sulawesi, will be an advantage.
