REQUEST FOR EXPRESSIONS OF INTEREST

 

The Government of the Republic of Indonesia has received loan from the World Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Project), and intends to apply part of the proceeds for individual consultant service as Knowledge Management and Monitoring Officer.

 

1 (one) Knowledge Management and Monitoring Officer will be hired to support the Project Management Unit to deal with but not limited to support the coordination within ATR/BPN and inter- Ministries/Agencies on logistical arrangement, facilitate or coordinate activity, organize and mobilize input and substances on Knowledge Management, Project Management, and Monitoring and Evaluation. This will include, under the guidance of the Project Management Unit (PMU) Director, engaging in strategic discussions and dialogues (within ATR/BPN and inter-Ministries/Agencies) and the World Bank. The assignment will be full-time work and the selected specialist will be contracted a period of 3 (three) months at an early stage and will be extended based on the performance review, with possibility of further extension upon satisfactory performance. The assignment is expected to start as soon as possible.

 

 

Knowledge Management and Monitoring Officer will work together with ATR/BPN’s relevant Directorate Generals or Divisions, the PMU Team and the World Bank’s One Map Project team in dealing with operational, coordination, administrative, including but not limited to:

a)          Develop and manage project database that includes in 10 project provinces and status;

b)         In coordination with the Project Management Advisor and Monitoring and Evaluation Specialist to compile, review, analyze, synthesize and provide regular report of the Project’s Monitoring and Evaluation indicators;

c)          Working closely with Pusdatin, Provincial and District offices, Public Awareness Specialist (PAS) and other working units in project’s related data;

d)         Compile, maintain and present data in MS Excel and other database on project related activities;

e)          Perform any other work-related duties and responsibilities that may be assigned by the PMU Director.

 

The Consultant will be engaged for time based assignment (eight hours per day during working week). The engagement is initially expected for 7 months (until October 2023), with possible of extension based on performance. The selected Consultant is expected to be contracted as soon as possible.

 

 

 

The Consultant shall have the following minimum qualifications and experience:

 

1.    Bachelor degree from reputable university in any disciplines, with knowledge in Geographical Information System (GIS) would be an advantage;

2.    Minimum 5 years of experience of practice in Government projects, development area or private commercial practice (particularly land, spatial or IT related projects);

3.    Experience in working with Government agencies, rural community and NGOs and experience in working for Government-funded project or World Bank/international agencies/other multilateral agencies – funded projects;

4.    Excellent command in spoken and written in Bahasa Indonesia and English;

5.    Experience in database and MS Excel;

6.    Willing to work long hours and travel to project sites and able to work independently under minimum supervision;

7.    Good communication skill and ability to work in a team;

8.    Familiarity including having network in land administration and/or public policy sector would be an advantage.

The consultant will be selected in accordance with the procedures set out in the World Bank’s Procurement Regulation for IPF Borrower (fourth edition November 2020).
