GIZ Indonesia for the Energy Programme Indonesia/ASEAN (EH): Energy Transition Advisor

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

In Indonesia, GIZ is implementing various energy projects under the umbrella of the Energy Programme Indonesia/ASEAN. These projects are commissioned by mainly the German government, represented by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the International Climate Initiative, represented by the German Federal Ministry for Economic Affairs and Climate Action (BMWK). 

Within the Energy Programme, the German-Indonesian Energy Cooperation Hub (“Energy Hub”) aims to bundle all energy projects funded by Germany and implemented in Indonesia, with the objective to support portfolio development and strategy building, joint representation and communication. It shall further support coordination and identification of the German contribution to the Indonesian Just Energy Transition Partnership (JETP).

The Hub connects to all GIZ energy projects, and further reaches out to energy projects implemented by other implementers, such as KfW, BGR and PTB, who receive funding from Germany. The Hub further works and serves the Indonesian political partners that are strategic partners for technical and financial cooperation projects. Anchored with the Direktorat Jenderal Energi Baru Terbarukan dan Konservasi Energi (DJ EBTKE) under the Ministry of Energy and Mineral Resources (MEMR), the Hub further works with all energy related pollical partners of German cooperation, including Bappenas, the Ministry of Finance, PLN, to name a few. The Energy Hub is formally part of the project “Renewable Energy for Electrification Programme Phase 2” (REEP2) but equally works and represents all projects under the GIZ Energy Programme. 

To provide energy technical expertise and to support implementation of the programme in Indonesia, we seek one (1) motivated and qualified Indonesian candidate for: 

Energy Transition Advisor 

A.    Responsibilities 

The position holder

·       Acts as resource person and provides energy expertise surrounding topics related to Indonesia’s energy transition and within the context of the JETP
·       Provides energy related advice to German and Indonesian counterparts of the Energy Hub / GIZ Energy Programme
·       Provide technical assistance and capacity development to the government and partners, linking technical assessments with policy making
·       Provide knowledge management support by drafting reports, writing articles, and supporting the upscaling and replication of lessons earned and best practices from the ongoing project portfolio with support of communications and admin staff  

B.    Tasks 

Provision of Energy Expertise to foster Indonesia’s Energy Transition

  • Acts as resource person and provides energy expertise in writing (background papers, concept notes, etc) as well as verbally (meetings, discussions, events) surrounding topics related to Indonesia’s energy transition and within the context of the JETP
  • Provide technical assistance to the government and partners, such as through development and implementation of capacity development measures and techno-economic analysis and studies, linking technical assessments with policy-makings
  • Provide energy sector expertise for Indonesia’s energy transition to support the Energy Hub in developing and implementing the German-Indonesian energy cooperation
  • Support technical studies as requested by the Indonesian government on topics related to the energy transition (coal phase out, captive power plants, renewable energy, efficiency, etc.)
  • Prepare TOR and tenders to hire and steer consultants to conduct such technical studies, e.g. on hot topics such as hydrogen, etc. (Expert pool)
  • Support and advice government partners (Germany, Indonesia) by preparing sector studies, background papers, policy briefs, recommendations, reports, factsheets etc., in close coordination with other projects under the GIZ Energy Programme
  • Support systematic identification of future energy hot topics to be addressed within the scope of the German-Indonesian energy cooperation, possibly related to the JETP support provided by Germany. 

Implementation of capacity development measures 

  • Identify and develop event concept and plans under the Energy Hub including the organisation of conferences (RE Day, Indonesia Sustainable Energy Week), delegation trips to Germany/abroad, focus group discussions and workshops, as well as expert exchange meetings and policy dialogues  between Germany and Indonesia
  • Select and supervise consultants acting as facilitators / trainers / experts for selected events
  • Prepare, organize, and facilitate such activities on energy related subjects including administrative and content related tasks, including travel
  • Coordinate closely with all energy projects covered under the Hub to address all stakeholders needs and expectations in the implementation (GIZ, KfW, BGR, PTB)

Energy Hub Secreteriat support & Stakeholder outreach

  • Support the set-up and smooth implementation of the Energy Hub Secretariat with the Indonesian partner, as well as the running of the Energy Hub Steering Committee
  • Facilitate contacts, manage relationships and uphold information flow both internally (with all Energy Hub related projects) as well as externally (political partners such as MEMR, Bappenas, others, public and private stakeholders, etc.)
  • Actively conduct outreach to relevant stakeholders (government, donor community, think tanks, etc.), conduct networking and represent the Energy Hub in relevant meetings and forums such as donor platforms, including the JETP

Knowledge management

  • Prepare Energy Hub knowledge products based on technical studies, including sector background briefings, presentation, success stories, factsheets, fliers, reports, presentations and initiatives with support of communications and admin staff
  • Provide backstopping and review of such knowledge products prepared by other energy projects under the Hub; collect inputs from other advisors / projects to develop such products
  • Participate in events, summarize meeting discussion and provide synthesis papers relevant for the GIZ energy programme, German donor ministries, and the political partner
  • Participate in internal knowledge management including the GIZ Energy Programme, to provide internal analysis and synthesis of energy themes in Indonesia

Project management support

  • Provide inputs to annual operational planning, budget planning, project reporting and monitoring
  • Participate and support preparation of the Energy Hub’ steering meetings

Other duties/additional tasks

  • Contributes actively to a good working climate and team working within the project and across the GIZ energy programme
  • Shares proactively information about the project with other relevant GIZ projects, seeks synergies, and follows a cooperative approach across the larger GIZ energy programme
  • Assist other experts – including consultants - and performs additional duties at the request of the Project Manager, the Senior Liaison Officer, or other Senior Advisors  

C.    Required qualifications, competences and experience 

Qualifications

  • Bachelor/Masters (B/MSc; B/MAin energy, climate, sustainable development, environment, or any area that is related to the project objectives 

Professional experience

  • at least 6 (six) years professional experience in the sustainable energy sector, preferably related to policy making
  • at least 5 (five) years professional experience in/with and/or providing technical assistance to governmental and/or regional/ international implementing organizations in the field of sustainable energy
  • previous experience in preparing and implementing events and capacity development measures (conference, delegation trips, trainings, dialogues, etc.) is an asset;
  • previous experience working with/for MEMR and or other Energy Hub relevant government institutions is an asset,
  • good understanding of policy-making processes within the Government of Indonesia is an asset
  • previous professional experience abroad, including Germany, US, Japan, Europe, US and/or UN Agency is an asset;
  • excellent interpersonal and negotiation skills and ability to liaise and communicate effectively with governments 

Other knowledge, additional competences

  • Very good working knowledge about sustainable energy including the global discourse about the energy transition, overview of various energy technologies, as well as climate and energy policy making processes
  • Very good knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Excellent written and oral knowledge of Bahasa Indonesia and English
  • Willingness to up skill as required by the tasks to be performed
  • Strong organisational competence with good communication and coordination skills in multicultural context
  • International experience, ability to work in an intercultural environment
  • Willingness to travel (abroad, Germany) when required
  • Proactive approach, good communicator, ready to join a versatile team 

GIZ reserves the right to hire the person on a lower level (Junior) in case not all requirements should be met.
