Vacancy at the Yayasan Ipas Indonesia: Health System Strengthening (HSS) Officer - based in Semarang

Yayasan Inisiatif Perubahan Akses menuju Sehat (IPAS) Indonesia, is a local foundation works as affiliation of Ipas global so that women and girls have improved sexual and reproductive health and rights through enhanced access to and use of safe abortion and contraceptive care as per Indonesia’s Law. We believe in a world where every woman and girl has the right and ability to determine her own sexuality and reproductive health. 

We are currently seeking qualified candidates for the position of Health System Strengthening (HSS) Officer, based in Semarang.

Position is open for Indonesian nationality only.


Under the supervision of the HSS Specialist, the HSS Officer is responsible to ensure successful day to day implementation of activities related with the piloting of comprehensive SRH service for women and girls in health facilities.  S/he is seconded in the pilot health service in Semarang and will work directly and closely with the VAW and Clinical Forensic Center through provision of technical support.  The HSS Officer is also responsible to support the VAW and Clinical Forensic Center to strengthen the referral system in Semarang City.   

This position reports to the HSS Specialist and s/he will need to coordinate with other units and relevant staff in Yayasan Ipas Indonesia.

Responsibilities

Planning


·     Under the leadership of the HSS Specialist, contribute to the development of a detailed implementation plan (DIP) to pilot comprehensive SRH service for women and girls in health facilities.


·     Provide input for the HSS Specialist and Senior Advocacy and Communication Officer on opportunities and allies at city and provincial level to strengthen the comprehensive SRH service for women and girls in health facilities

Program Management


·     Conduct activities relevant with the piloting of comprehensive SRH service for women and girls in health facilities


·     Liaise between the VAW and Clinical Forensic Center in the pilot health facility with diverse technical support – clinical and non clinical – available in HSS and other units in Ipas Indonesia


·     Support the VAW and Clinical Forensic Center in the pilot health facility to introduce the comprehensive SRH service for women and girls to relevant stakeholders in city and provincial level

Monitoring & Evaluation


·     Conduct regular monitoring to the health facilities where the comprehensive SRH services for women and girls is piloted


·     Report progress of piloting the comprehensive SRH service for women and girls on monthly basis


·     Support any fieldwork to draw lesson learned from piloting comprehensive SRH service for women and girls in health facilities

Finance


·     Plan activity budget and report its utilization according to Ipas Indonesia's regulation


·     Provide overview of budget utilization in the field on monthly basis

HR & Administration


·     Understand and comply with the HR regulation in Yayasan Ipas Indonesia


·     Ensure all activities comply with the regulation in Ipas Indonesia


·     Document program activities and other relevant documents and products and shared with releted staffs and unit, particularly HSS Specialist and MEL Officer


Ethics


·     Understand and practice ethical process and behavior as per te organization's standard


·     Contribute to safe working environment where every team member is treated equally and respectfully


·     Ensure health facilities that pilot the comprehensive SRH service for women and girls understand and practice ethical process and behavior while in partnership and implement program with Yayasan  Ipas Indonesia


Other


·     Perform other related duties as required


Requirements


·        Bachelor Degree in relevant field (reproductive health or public health) with more than 3 years of  working experience in development work.


·        Experience working in a non-profit organization.


·        Experience working in health facility such as hospital or clinic


·        Demonstrated experience in working with health facilities, health professionals, as well as government and non-government stakeholders.  Experience in working with the National Police Force will be an advantage


·        Deep knowledge of HS and Reproductive Health issues with orientation towards improving the space for health


·        Fluent in Indonesian and working knowledge of English


·        Extensive knowledge of Microsoft Office suite
