GIZ Indonesia for the Green Infrastructure Development (GID) Project: Technical Advisor Green Infrastructure Development at Coordinating Ministry for Maritime Affairs and Investments

 During the bilateral Government Negotiations in 2019 it was agreed to launch the Indonesian - German Green Infrastructure Initiative as a Financial Cooperation (FC) facility of up to 2.5 billion EUR (via subsidized development loans) to support environment- and/or climate-relevant infrastructure projects in the areas of Solid Waste Management, Urban Water and Wastewater Management as well as Local Public Transport.The complementary bilateral Technical Cooperation (TC) Module “Green Infrastructure Development in Indonesia”, Project Number 2019.2363.0, constitutes an integral part of the Indonesian - German Green Infrastructure Initiative. The Commissioning Value of the project is 4.4 Million EUR, the designated timeframe 11/2020 – 10/2023.The TC Module was designed in the framework of an appraisal mission in June and July 2020 close cooperation with KfW and foresees the Coordinating Ministry of Maritime Affairs and Investments (CMMAI) as main counterpart for GIZ, while the Committee for the Acceleration of Priority Infrastructure (KPPIP) and 3 - 4 Provincial Governments (to be identified) will be the main operational partners. 


The TC Module aims to achieve the following Outputs:
Output 1:
Strengthening the capacities of CMMAI and KPPIP (national level) with regard to the selection and prioritization of environment- and/or climate-relevant infrastructure projects
Output 2:
Identification and preliminary assessment of ca. 6 potentially bankable environment- and/or climate-relevant infrastructure projects, based on a long list of ca. 12 project ideas/concepts, in coordination with relevant stakeholders on national, provincial, regency and/ or city level. 

The implementation of the TC Module is led by a Principal Advisor who is assisted and supported by a Senior Advisor.   In turn, the Senior Advisor supervises a Technical Advisor whose main responsibility if to assist and support the Senior Advisor. 

To ensure smooth implementation of the Green Infrastructure Development (GID), GIZ will recruit 1 (one) qualified Indonesian candidate for the following position: 

Technical Advisor Green Infrastructure Development at Coordinating Ministry for Maritime Affairs and Investments 

 

A.    Responsibilities

  • Supports the Senior Advisor in planning, implementing, monitoring and evaluating the project on Indonesian – German Green Infrastructure Initiative in line with the TC Module and Results Matrix including its Objective, Outputs, Indicators and Key Activities
  • Implements daily operational aspects of all issues related to the project in-line with GIZ Processes and Rules.
  • Maintains a good flow of communication and information between all involved institutions and counterparts and GIZ, while minimizing the risk of replacing the responsible Indonesian institutions involved in the process.
  • Work closely with Provincial Advisors, Information Management and Results based Monitoring specialist, Communication Advisors Admin and Finance, and Junior Admin Professional.  

B.    Tasks

1.      Professional advisory services

  • Assists the planning, development, and monitoring of the implementation of project plans and activities in close coordination with Senior Advisor such as to prepare the recruitment of Short-Term Experts and to coordinate the preparation of preliminary studies and the expert consulting assignments (mainly Output 2).
  • Executes and supports the technical aspects and further develops the area of responsibilities in accordance with the specified quality standards of GIZ by conducting regular monitoring and evaluation including monitoring on budget spending.
  • Implements the agreed design and prepares workshops, seminars and other events on issues connected with the Green Infrastructure Initiative as well as to ensure the element of capacity building for the partners.
  • Ensures the proposed Green Infrastructure projects by provincial governments are in place.
  • Ensures the Sector Criteria Catalogues are well developed.
  • Coordinates the development of Gender and Social Inclusion Guideline. 

2.      Networking and cooperation

  • Supports the coordination with CMMAI and KPPIP and other related involved Indonesian institutions and the partner provinces (mostly technical staff/up to echelon 3 at national level and echelon 2 at provincial level).
  • Supports the senior advisor in following up on related documentation and reporting with CMMAI and KPPIP.
  • Supports the process of extending cooperation with potential GIZ/KFW supported projects and other relevant development partners for conducting knowledge sharing, undertaking efficient and effective resource management, and creating broader outreach.

3.      Knowledge management

§  Facilitates the compilation of information about standards, regulations, strategies and policies relevant for the Green Infrastructure Initiative
§  Provide quality assurance in relation to drafting guidelines, manuals, and procedures, as well as their dissemination to and application by relevant stakeholders
§  Coordinates the preparation of reports, PR- and presentation materials, as well as the agreed dissemination to relevant stakeholders, in straight cooperation with the Communication Advisor;
§  Prepares appropriate input to the various project reports/publications including annual reports; contributes to other reports required by the Principal Advisor and the GIZ Head Office, in straight cooperation with the Communication Advisor;
§  Supports the dissemination of topics that are of interest to or will benefit the GIZ Thematic Focal Area “Sustainable Urban Infrastructure”

4.      Other duties/additional tasks

  • Supports the compilation of information about standards, regulations, strategies, and policies relevant for the Green Infrastructure Initiative.
  • Supports the development of guidelines, manuals, and procedures, as well as their dissemination to and application by relevant stakeholders.
  • Supports the innovation and knowledge management e.g. preparing reports and public expose materials such as articles, factsheet, infographic, and video.

 

C.    Required qualifications, competences and experience

·         Master’s degree in Economics/Business, Social Science, Development Studies, Urban/Regional Development or other related academic fields.
·         Professional working experience in the area of urban/community infrastructure development and profound knowledge of the regulatory and institutional setup in Indonesia.
·         Substantial working experience in development organisations (international and/or bilateral agencies, consultancies, development banks.
·         Women are encouraged to apply for this position.
·         A minimum of 8 (Eight) years professional experiences in relevant areas.

 

Other knowledge, additional competences

·         Strong managerial and organisational competency.
·         Willingness to travel extensively.
·         Good Knowledge of English and Bahasa Indonesia.
·         Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management.
·         Good facilitation skills and communication skills.
·         Able to work independently and with limited resources or support.
