Consultant for Sustainability Strategy of Public-Private Partnership in Health, specifically for the Maternity Waiting Home Plus

 

Project Description

 

Health Policy Plus (HP+) is a health program that focuses on strategic policies in the health sector. Since 2015, USAID has given HP+ a mandate to work at the global, country, and sub-national levels, strengthening and advancing priority health policies in HIV, Family Planning and Reproductive Health, also Maternal and Neonatal Health. HP+ aims to create an enabling environment for equitable and sustainable health services, supplies, and delivery systems through development and implementation of policies that emphasize voluntary, rights-based health programs. HP+ also aims to strengthen in-country partners’ capacity to navigate complex environments, design, implement and finance effective policies that align with their priorities. HP+ has been working in Indonesia for the last 5 years, and the project will finish on 15 February 2022.

 

Since 2020, HP+ has initiated a model of Maternity Waiting Home Plus (MWH+) in Gowa District, South Sulawesi, as mandated by the Minister of Health Regulation number 82/2015 about MWH. This model MWH+ is strengthened through partnership between Gowa District Health Office and private partners (corporations and NGO) with a goal to effectively provide MWH+ service to pregnant women. The pilot program started in October 2021 and will continue to April 2022, and was signified by the signing of a Memorandum of Understanding between the Head of District (Bupati) and Private Partners (Dompet Dhuafa, PT. Indofood Sukses Makmur, CSR and Social Welfare Forum of South Sulawesi and Jas Publik), followed by signing of a Cooperative Agreement between Gowa District Health Office and Private Partners. 

 

It is expected that when the Pilot Program finishes, the partnership and management model of this MWH+ can continue. The Health Office and the District Government of Gowa, together with partners and prospective partners, will therefore need to develop a sustainability strategy. This pilot program will be a good example for other areas, so this model program should be shared and disseminated at the provincial and even the national level. It is therefore important to have a strategic sustainability plan such that the partnership can be maintained, planned, measured, and positively impact the delivery of services for pregnant women in the MWH in Gowa District. For this, HP+ is seeking a senior consultant with strong background in health planning and policy, good understanding about the concept of partnership, and experience in exploring potential partnerships in Gowa District and South Sulawesi.

 

 

Overview of Assignment

 

HP+ is seeking a short-term senior consultant (December 2021 and January 2022) to develop a Sustainability Strategy for Partnership between the Local Government and the Private Sector in order to support MWH+’s services, together with Jas Publik, the Health Office and other elements at the District and Provincial level. This strategy will be implemented by Gowa District Health Office and partners after the MWH pilot program is completed.

 

The Partnership Sustainability Strategy will include among others, lessons learned and challenges that the pilot MWH+ encountered during the 3 months of implementation, potential funding sources, from the health office as well as from other sectors in the local government, potential public-private partnership that can be created in Gowa and in South Sulawesi, and a strategy design to sustain the MWH+ by developing partnership with existing sources.

In doing the assignment, the consultant will seek input and insights from key stakeholders, including the Health Office, and the collaborating private partners, the Cooperation Division of Gowa District Government, also other potential parties. The consultant will also work closely with the HP+ team in Jakarta and Washington DC.

 

Deliverables

  • Sustainability Strategy for MWH+ Partnership in Gowa District - The deliverable will be submitted within 7 days
  • Notes from interview and meeting with key stakeholders in Gowa and South Sulawesi - The deliverable will be submitted within 7 days

 

Qualifications

 

  • Master’s degree in a relevant field.
  • 10 – 15 years of work experience or exposure to Government or Donor-funded development projects.
  • Proven track record in preparing and developing work plans with results-based management (RBM) approach.
  • Strong strategy formulation and report writing skills.
  • Proactive, accountable, good attention to detail, and commitment to performing well at work.
