BACKGROUND

Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS’ relief and development work is accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding.

CRS has been supporting program activities in Indonesia since 1957 under the Memorandum of Understanding with the Ministry of Social Affairs and has long-standing relationships with the Government of Indonesia, the Church and non-Church partners and communities throughout the country. The Indonesia country program focuses primarily in the areas of community development, humanitarian assistance/emergency response, disaster management, climate change adaptation and agricultural livelihoods, as well as capacity building for local partners in emergency response programming.

 

CRS Indonesia is planning to develop and design a Solid Waste Management (SWM) proposal in December 2021 or January 2022. In order to enhance understanding of SWM and Recycling systems in Indonesia, including specific gaps and opportunities to strengthen government-service provider capacity, community engagement and private sector engagement, CRS is seeking a consultant who will work closely with the proposal design team and provide leadership in developing technical inputs relevant to the solicitation.   

 

OBJECTIVES

The consultant will support the capture effort and technical design for the proposal. More specifically, this support will:

1.     Help CRS gain a deeper understanding of the landscape for solid waste management in targeted areas, including the roles of community, public entities, and private entities, and the political, legal, and financial environment for the provision of SWM services.

2.     Assist with the identification of suitable partners (private enterprise, government and NGOs/CSOs) for collaboration in the project.

3.     Engage with the CRS proposal coordinator, CRS program managers, and other CRS staff to ensure that proposed activities are aligned with Indonesia country program’s geographic footprint, capacity, and expectations.

4.     Actively contribute to discussions about staffing and partnership needs for achieving project activities, providing technical insight and contextual background relevant to Indonesia.

5.     Provide leadership on project technical design and ensure that the project strategies and interventions are appropriate based on local context, are evidence-based, and incorporate lessons learned from past interventions.

6.     Effectively and appropriately lead CRS participation in project design workshop and other design activities.

 

ACTIVITIES

The consultant will provide the following services

·       Serve as the technical lead in the CRS design team.

·       Work with CRS technical experts outside Indonesia to help them engage in the project design process and support their understanding of the local context.

·       Identify information gaps and questions for assessment and collect additional information from solid waste system stakeholders via interviews and focus group discussions to be used in project design.

·       Contribute to the CRS literature review process, identifying evidence to inform development of the project’s problem analysis and theory of change.

·       Work with CRS staff to review and validate proposed strategies and interventions, ensuring that they are grounded in international best practice, are appropriate given local context, care cost-effective and reflect a commitment to gender equity and social inclusion.

  • Participate in various meetings and consultations, as well as the project design workshop, leading to the proposal submission.

 

DELIVERABLES

Deliverables will be specific outputs in contribution of the proposal process. These may include draft technical descriptions of CRS’ proposed activities and capacity, TORs or tools for needs assessments, or detailed activity plans for project implementation.

 

PLACE OF PERFORMANCE & TRAVEL

CRS expects this consultancy will be primarily completed virtually; however, depending on information gaps identified, the consultant may spend up to 20% of the consultancy period engaged in field-level data collection and meetings with solid waste management system stakeholders and other representatives of communities in zones targeted by the project.

 

TIMELINE

The period of the consultancy is not yet determined but is estimated to be of a duration of up to six weeks between December 2021 and January 2022.

 

QUALIFICATION

Education:  Master’s in Engineering degree (or Bachelor’s with 7+ years of relevant experience) in a field relevant to the work required (i.e. waste management, urban planning, environmental engineering, business administration, etc.);

 

EXPERIENCES

a.      At least seven (7) years of relevant professional experience, preferably in Indonesia;

b.     Experience on USAID or other donor-funded projects preferred but not required;

c.      Experience in project baseline or need assessment (understanding of data collection methods);

d.     Skill and experience in project design development and proposal writing is preferable;

e.     Professional fluency in English required;

f.      Indonesian nationals are strongly encouraged to apply. Women are also strongly encouraged to apply.
