As we are constantly expanding, we are currently looking Consultant to fill the following Terms below:

Sustainable Investment Action Plan (SIAP) Document of South Tapanuli

1.   General Background  

Coalition for Sustainable Livelihoods (CSL) is an independent platform consisting of a collective group of stakeholders (government, private sector, academics, NGOs, communities) from various sectors dedicated to working collaboratively to achieve positive outcomes for community livelihoods, sustainable production, and conservation in the Aceh region and North Sumatra. This multi-stakeholder platform focuses work at the policy and landscape level, emphasizing collaboration and collective action to promote alignment and increase impact through increasing smallholder productivity, natural resource management, and strengthening engagement and ownership by government.

 

2.   Purpose

Sustainable Investment Action Plan (SIAP) which will align and detail the focus of sustainable investment needs for South Tapanuli government programs specifically on the development of sustainable production and consumption patterns in line with local government restoration targets in an effort to increase the use of sustainable commodities, sustainable forest management and tackle climate change. SIAP South Tapanuli is a derivative of the SITANTRI Program of North Sumatra Province. The South Tapanuli SIAP document will also be a reference for the Government, stakeholders, including CSL in planning its programs with stakeholders.

3.   Estimated Timeline 

1 April 2022– 30 June 2022 (approx. 3 months)  

 

4.   Deliverables/Estimated Outputs

1.    Availability of information and recommendations for sustainable investment financing for the mainstay commodities in South Tapanuli and other strategic programs such as but not limited to social forestry

2.    Availability of information and recommendations for sustainable investment financing opportunities for the implementation of restoration targets for critical areas in South Tapanuli

3.    Formulation of strategic directions and recommendations for Sustainable Financing for the government and stakeholders for the management of key commodities in South Tapanuli related to social forestry programs and the achievement of restoration targets for critical areas in South Tapanuli.

4.    Availability of a sustainable investment roadmap in South Tapanuli.

- Identification of investments including the location and relevant program activities that are currently and will be carried out by the parties through research, interviews and FGD

- Assessing the effectiveness and contribution of programs and planning to the achievement of South Tapanuli TPB and identifying program/activity gaps through research, interviews, FGDs and field visits

 

Report on the identification of investment priorities from the results of research, interviews and FGDs.

Financing and funding opportunities for strategic programs/activities:

- Calculating in detail and thoroughly the costs of programs/activities needed to achieve district TPB. South Tapanuli (according to the priority above)

- Research and interviews with related parties to obtain information on available funding opportunities and the process for obtaining funding

- Assessing enabling conditions and capacity of the parties in the district. South Tapanuli to access the funding.

5.   Required Skills and Experience 

Consultants can be institutions or teams of 3-5 individual consultants with one main consultant and members. The consultant will be responsible for the work completed and all results produced. Consultants will be selected following a competitive recruitment process.

Team leaders should have extensive experience at senior level and have good experience in supporting national/sub-national governments in planning and implementing initiatives related to climate change/ sustainable landscapes/ sustainable production/ circular economy agribusiness/ areas related to integrated agriculture, in particular organize collaboration and coordination meetings with different audiences, with the following required qualifications:

·       Educational background in environmental economics, public policy in the context of sustainable development, forestry, plantations (agroforestry) and other appropriate fields.

·       Language skills: fluency in writing and speaking in English and Indonesian is mandatory.

·       Have a good track record of experience in facilitating the preparation of public policy documents/ government policy documents with clear and strong methodologies. Proven experience in engaging, working and facilitating diverse stakeholders from multi-sectoral groups at national and/or local level.

·       Excellent analytical and communication skills.

·       Can demonstrate the ability to deliver quality results within tight deadlines and experience working in a multi-cultural environment is an asset.

 

6.   Submission Requirements

Proposals must be submitted in English. All proposals must include:

·       Corporate profile and status

·       Relevant references to prove technical qualifications and experience internationally

·       CVs of key personnel who will provide the consulting services described in these terms of reference

·       Detailed budget

·       Work Plan detailing methods and approach to be used to carry out each task, means of collection/analysis, and timeline of activities to be implemented
