GIZ Indonesia for the Climate and Biodiversity Governance in Indonesia Project: Climate Change Advisor (on Low Carbon Development & Climate Impact Response)

Indonesia plays an important role in achieving the goals of the Paris Agreement and the Convention on Biological Diversity (CBD). The country is one of the ten largest green house gas Emitters worldwide with emissions projected to more than double by 2030 (compared to 2010) following the business as usual (BAU) scenario. In addition, being an archipelagic state, Indonesia is severely impacted by the consequences of climate change. The Government of Indonesia is highly motivated to contribute to the achievement of the Paris Agreement by reaching the greenhouse gas (GHG) emission reduction targets determined in the country’s Nationally Determined Contribution (NDC): 29% compared to BAU by 2030 using national resources and up to 41% with international support. Within its Mid-term National Development Plan (Rencana Pembangunan Jangka Menengah Nasional, RPJMN 2020-2024), the Government of Indonesia aims for a GHG emission reduction of 27.3% compared to the baseline by 2024. However, the Climate Transparency Report 2020 states that Indonesia’s emission pathway is not compatible with the Paris Agreement but would lead to a warming of between 3°C and 4°C. For this reason, ambition raising in the mid and long-term is inevitable. 

 

The country’s climate and biodiversity policies are currently challenged by the economic recession induced by COVID-19. BAPPENAS aims for and is promoting the inclusion of low-carbon development to the national recovery program. The effective monitoring of the implementation of LCDI/a green RPJMN measures is also required to enhance its already existing monitoring systems like the Application for Planning and Monitoring of Indonesia's Low Carbon Development (Aplikasi Perencanaan dan Pemantauan Pembangunan Rendah Karbon Indonesia, AKSARA) and the system for Monitoring and Evaluation for Development Planning (MONEV). This needs to be accompanied by an effortless integration of data from the various monitoring databases and applications of other ministries.

  

Against this background, the Federal Ministry for the Environment, Nature Conservation, Building, and Nuclear Safety (BMU) and the Indonesian Ministry for National Development Planning (BAPPENAS) agreed to jointly implement the Climate and Biodiversity Hub Indonesia Project.  The project aims to support the Indonesian government in strengthening the mainstreaming and implementation of its climate and biodiversity policy, as well as Bappenas’ s role as think tank and clearing house in climate and biodiversity policy.  Policy advise, capacity building and interministerial exchange will support the advancement of climate and biodiversity policy planning and implementation as well as mainstreaming with national development planning. This is accompanied by the improvement of transparency capacities, strengthened resource mobilization and the sharing and exchange of knowledge with the international community. Also, the project will function as the interface of the International Climate Initiative (IKI), BMU in Indonesia facilitating networking and communication between project implementers and with the Indonesian government.

 

To support implementation of the project in Indonesia, particularly for the project component under Bappenas (CLIMATE IMPACT RESPONSE AND BIODIVERSITY MANAGEMENT PLANNING IN INDONESIA, ClimB), we seek one (1)

  

Climate Change Advisor

(On Low Carbon Development and Climate Impact Response)

 

A.  Main Responsibilities

  • support the development of strategic planning and annual working plan for the implementation of output of climate change and provide additional inputs for the biodiversity and IKI Hub of Bappenas Component under the Climate and Biodiversity IKI Hub project.
  • provide advice on climate change policy, climate mainstreaming into government development planning and monitoring systems, and climate issues associated with the national and sub-national strategic planning, Sustainable Development Goals and relevant international conventions
  • ensure synergy and link of project activities across different outputs between Bappenas and KLHK Component.
  • ensure synergy and coordination process among relevant actors at national and subnational level related to climate policies and initiatives
  • liaise with Ministry of National Development Planning (Bappenas) and other relevant ministries with regard to the project implementation related to the climate component Bappenas, under the Climate and Biodiversity IKI Hub project.
  • provide innovation, knowledge management and communication of innovation to partners and important stakeholders, and coordinate with GIZ communication/knowledge management officer at Country Office Indonesia

 

In this context, the position holder fulfils the following tasks:

 

B.  Tasks

 

1.   Professional advisory services

·      advise partner institution(s) on identifying needs, developing concepts and strategies, and provides technical input related with the Climate Component (Output 1)

·      participate in drafting policy papers related to climate policy

·      prepare, organize, and facilitate trainings, seminars and other events including event organisation, programme development, input preparation and participant selection and outreach, among others

·      support project management including provision of inputs to annual workplan in close consultation with project partners and/or implementing agencies

·      participate in identifying needs for external support and advice, work on policy recommendations and develop a strategic approach

·      formulate terms of reference, select and supervise external support (consultants) assignments to act as trainers/experts for selected research studies, workshop and/or training events

·      support the development and maintenance of Bappenas’ monitoring system (AKSARA) including provision of inputs to the data and methodology, facilitation with relevant stakeholders, and updating publication

·      support the development of participative validation system as part of QA/QC AKSARA, including provision of inputs on the business process, list of questions, campaign strategy, and engage with relevant stakeholders

 

2.   Networking and cooperation/liaison 

·      liaise closely with the Directorate of Environment Affairs, Bappenas in the implementation of the project activities

·      ensure coordination and regular communication with the project team, particularly with the project advisor for Climate Component working with KLHK.

·      ensure cooperation, regular contact and dialogue with partners, relevant organizations, non-governmental agencies and individuals in the project and with other projects to improve and maintain good working relationships

·      communicate local interests and efforts, forwards these and encourage sharing ideas and information for the benefit of the project

·      share proactively information about the project activities with other relevant projects and seek synergies across activities

 

3.   Project monitoring and knowledge management

      coordinate activities of project monitoring and knowledge management

      contribute to the development of a result-based monitoring system in line with the overall project monitoring system concept

      collect and analyze project data for the monitoring

      collect results and information produced by the project and make them available internally and externally

      monitor project progress and the activities of components, reviews report and documents on the progress of joint programs, identifies bottlenecks and recommends alternative management options to the manager

      document successful outputs achievement and ensure the knowledge transfer

      prepare brief description of relevant events to be included in the newsletter (such as BMU Newsletter, GIZ Buzz, etc.)

·      contribute to the development web-based knowledge platform concept for IKI hub

·      act as gender focal point for ClimB Component

 

4.   Other duties/additional tasks

·      perform other duties and tasks at the request of the superior

 

C.  Required qualifications, competences and experience

 

Qualifications

·      minimum master’s degree in forestry or natural resources management

 

Professional experience

·      minimum 6 years professional experience

·      experience in providing technical and administrative assistance for project coordination and implementation with governments, national and/or sub-national organizations

·      experience in providing technical assistance to national/sub national governments in reviewing the implementation of RAN/RAD GRK, including calculation methods, data sources, emission factors, and mitigation activities

·      experience in providing technical assistance to national/sub national governments related to the Monitoring, Evaluation and Reporting (MER) system

·      good understanding of international, national, and local policies related to climate change policy, including concepts on NDC, NAMAs, REDD, RAN/RAD GRK, and Low Carbon Development Initiative.

·      good understanding of government development planning concept and procedure (RPJMN/RPJMD), and government monitoring system

·      experience in writing technical report and policy papers is expected

·      experience in international cooperation and/or German international cooperation

·      experience in facilitating capacity development programs such as workshop/training/etc., ideally linked to climate and low carbon development

 

Other knowledge, additional competences

      good knowledge on Bappenas’ monitoring system (AKSARA) and the features, including participative validation system as part of QA/QC mechanism

      knowledge on system dynamics concept

      excellent interpersonal and negotiation skills and ability to liaise and communicate effectively with government organizations

·      ability to work independently with minimum supervision and under a time pressure

·      very good working knowledge of ICT technologies (related software, phone, fax, email, the internet), computer applications (e.g., MS Office)

·      excellent written and oral knowledge of Bahasa Indonesia and English

·      willingness to up skill as required by the tasks to be performed –corresponding measures are agreed with management

·      strong organizational competence with good communication and coordination skills

·      ability to work in an intercultural environment
